HR Manager Job Description
Position Summary
The HR Manager oversees a team of four HR Coordinators and is responsible for ensuring the effective delivery of HR operations, employee support, and compliance across the organization. This role combines hands-on HR expertise with people leadership, driving consistent processes, high-quality service, and a positive employee experience. The HR Manager partners closely with leadership to support organizational goals, workforce planning, and HR initiatives.
Key Responsibilities
Team Leadership & Development
Lead, mentor, and develop a team of HR Coordinators, providing coaching, feedback, and performance evaluations.
Assign and balance workload across the team to ensure timely and accurate completion of HR tasks.
Conduct regular team meetings and 1:1s to support communication, alignment, and professional growth.
Foster a collaborative, high-performing HR team culture.
HR Operations Oversight
Oversee daily HR operations including onboarding, offboarding, employee changes, HRIS updates, and personnel file management.
Ensure accuracy, consistency, and compliance in all coordinator-completed tasks.
Maintain and improve HR processes, SOPs, and workflows to enhance efficiency and service quality.
Serve as the primary escalation point for complex or sensitive HR issues.
Employee Relations
Manage employee relations matters requiring advanced HR expertise, including investigations, performance concerns, and conflict resolution.
Provide guidance to managers on policy interpretation, performance management, and employee engagement.
Ensure all employee relations activities are documented and handled in alignment with legal and organizational standards.
Compliance & Reporting
Ensure compliance with federal, state, and local employment laws and internal policies.
Oversee audits of personnel files, I-9s, and other required documentation.
Review and validate HR data and prepare regular reports on key HR metrics (e.g., turnover, headcount, time-to-fill).
Support risk mitigation through consistent documentation and process adherence.
Talent Acquisition Support (if applicable)
Oversee coordinators supporting recruitment activities such as job postings, interview scheduling, and candidate communication.
Partner with hiring managers to understand staffing needs and support recruitment strategies.
Ensure a consistent, positive candidate experience.
Policy, Programs & Strategic HR Initiatives
Maintain and update HR policies, employee handbook content, and internal guidelines.
Lead or support HR programs such as performance review cycles, benefits enrollment, engagement initiatives, and DEI efforts.
Collaborate with leadership on workforce planning, organizational changes, and HR strategy.
Identify opportunities for process improvement and implement new tools or practices to enhance HR effectiveness.
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field, or equivalent combination of education and experience.
- 5+ years of progressive Human Resources experience, including employee relations, HR operations, and compliance.
- 2+ years of people leadership experience with responsibility for coaching, developing, and managing HR staff.
- Strong knowledge of federal, state, and local employment laws and HR best practices.
- Experience conducting employee investigations, managing performance-related issues, and resolving workplace conflicts.
- Proficiency with HRIS systems (Workday, UKG, ADP, SAP SuccessFactors, or similar) and Microsoft Office applications.
- Strong analytical skills with experience preparing and interpreting HR reports and metrics.
- Excellent interpersonal, communication, and relationship-building skills.
- Demonstrated ability to manage multiple priorities, maintain confidentiality, and operate with sound judgment.
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
- Experience supporting a multi-location or geographically dispersed workforce.
- Experience in construction, engineering, utilities, infrastructure, manufacturing, or other fast-paced operational environments.
- Experience leading HR process improvement initiatives, system implementations, or change management efforts.
- Knowledge of compensation, workforce planning, and organizational development practices.
