Summary
The Human Resources (HR) Manager is responsible for the overall performance of the HR team and its contribution to the organization. Leads the HR functions in line with company strategy. Oversees execution of policies and programs, including onboarding, employee relations, performance management. Supports training and career development, and employee recognition. Ensures compliance with government regulations and client expectations. Manages benefits, leaves, and workers compensation. Administers company HRIS.

ESSENTIAL FUNCTIONS
Leadership:
- Formulates and implements HR plans in line with company strategies.
- Sets, monitors, and achieves HR targets. Leads the HR team to achieve goals.
- Directly supervises HR Business Partners, HR Assistant, and other support personnel as assigned.
- Works in collaboration with Talent Acquisition, Communications, Operations, Quality, and Compliance team members to achieve shared business goals.
New Hire/Status Change Process:
- Supports HR Business Partners in the development and implementation of new hire process ensuring state and federal, industry, and facility-specific requirements are met such as criminal background screening, TB, new hire training and other compliance as needed.
- Directs and assigns tasks for changes in status for current employees.
- Coordinates the new hire process for all corporate level employees.
Employee Relations/Performance Management:
- Manages the Quarterly Check-In Process.
- Supports HR Business Partners in monitoring Quarterly Check-In completion and providing support to managers and employees.
- Reviews and responds to all HR Personnel Reports & Corrective Action forms.
- Provides support and guidance to managers and employees in resolution of employee relations matters.
- Consults with compliance and senior leadership, as appropriate.
- Supports ADA Accommodation requests by working with employees and managers to determine reasonable accommodations through engagement in the interactive process.
- Supports delivery of training and career development programs.
- Supports delivery of employee recognition programs.
Compliance
- Oversees HR compliance issues such as licensure, TB, references, I-9s and other critical HR compliance functions. Support auditing process as needed.
- Completes annual EEOC Reporting, Vets 4212 Reporting, OSHA 300 reporting and other federal, state or local regulatory reporting as required.
- Responds to legal requests as needed.
Benefits
- Supports HRBPs in responding to employee questions and resolving problems by interpreting benefit policies and procedures.
- Works with company leadership, benefit brokers, and vendors to implement and execute employee benefits programs. Monitors usage and makes recommendations on improvements and changes.
- Manages open enrollment: schedules and leads meetings or information sessions, drafts and sends employee communications, answers questions and inquiries, and transmits enrollment data to vendors or administrators.
- Responds to claims requests from supplemental carriers.
- Complies with federal, state, and local legal requirements by studying existing and new legislation, obtaining qualified opinions, enforcing adherence to requirements, and advising management on needed actions. Maintains professional and technical knowledge of benefits programs and options.
- Completes annual Affordable Care Act (ACA) 1095 reporting as required for applicable large employers (ALEs). Submits additional reporting as required by self-funded plan.
- Works with payroll and HR assistant to submit retirement contributions to custodian on a semi-monthly and weekly basis, responds to inquiries regarding retirement plan, reviews hardship requests.
- Works with payroll and HR assistant to submit HSA contributions to custodian on a semi-monthly and weekly basis.
- Works with TPA and auditors to conduct annual 401(k) plan testing and audit.
- Oversees the reconciliation of benefit billings, via the HR Assistant.
- Maintains benefit records by developing recordkeeping systems, initiating new hire benefits, recording changes.
Leaves:
- Supports HR Business Partners, managers, and employees on the organization's leave programs, including federal, state, paid and personal leave programs.
- Supports leave claims or requests, determines employee eligibility, assists managers in the development of alternate work arrangements, and manages employee return to service or separation.
- Records leave and adjusts time or pay in the HRIS or payroll systems as needed.
- Ensures compliance with federal and state level laws. Advises as needed for company policy changes.
- Semi-monthly tracking for payments due from employees for payroll.
- Works with payroll and HR assistant to maintain benefit payments due while employee is on leave, communicate with employee on payment options.
Workers’ Compensation:
- Oversees tasks associated with resolving claims, managing settlements, approvals and denials, return-to-work management, insurance carrier relations, and regulatory compliance.
- Develops and manages policies, processes, and procedures designed to reduce or contain organizational cost related to workers' compensation.
- Assists team with tracking and monitoring open workers’ compensation cases.
- Reports annual BLS reports for requested states.
- Submits monthly payroll reporting to Workers’ Compensation carrier
- Assists with case entry into Paycom. Starts new cases from injury reports as needed. Assists in maintaining case status.
- Maintain files by assisting where needed in filing documents, preparing leaves as needed, closing leaves, and electronic storage.
HR Information System (HRIS) Administration:
- Maintains HRIS system (Paycom). Supports the efficient use of HRIS system throughout the company.
- Maintains access and security roles. Ensures access granted is in line with user’s roles and responsibilities.
- Resolves technical issues and collaborates with HRIS vendor on process improvement and change implementation.
Other Administrative:
- Provides administrative support to corporate managers as needed, including service as back up for Vice President of People & Culture.
- Provides additional administrative support to the executive team as needed.
OTHER FUNCTIONS:
- Provide project management oversight for short-term projects
- Attend company meetings as requested
- Assist with other duties as directed by Vice President of Human Resources

QualificationsQUALIFICATIONS:
