Job Purposes

The Training & Development Manager is responsible for designing, implementing, and managing comprehensive training, competency, and career development initiatives that build employee capabilities, ensure compliance with organizational and regulatory requirements, and align with the company’s strategic goals. This role drives continuous learning, optimizes training resources, and fosters a skilled, motivated, and adaptable workforce.

Major Duties, Responsibilities & Accountabilities :

1. Training Strategy & Planning

  • Develop and implement the company’s overall training and development strategy.

  • Ensure training programs align with organizational objectives and workforce requirements.

  • Partner with business leaders and Heads of Departments to forecast training needs and skills gaps.

2. Technical Competencies Development

  • Identify core technical competencies across functions and levels.

  • Design and manage competency mapping frameworks.

  • Develop, implement, and evaluate competency-based training programs.

  • Facilitate technical and functional training to strengthen workforce expertise.

3. Training Needs Analysis & Annual Training Calendar

  • Conduct annual training needs analysis with business leaders.

  • Develop, implement, and monitor the annual training calendar.

  • Design, deliver, and evaluate training programs that address business and employee needs.

  • Build and maintain a pool of qualified trainers, both internal and external.

4. Knowledge Management & Training Resources

  • Maintain up-to-date training materials for technical, soft skills, and compliance programs.

  • Manage and organize training resources for effective accessibility and utilization.

  • Implement best practices for digital learning platforms and knowledge sharing.

5. Training Budget & Cost Management

  • Prepare, monitor, and manage the annual training budget.

  • Evaluate ROI of external training and learning initiatives.

  • Administer and optimize HRDF/PSMB claims and funding opportunities.

6. Career Development & Succession Planning

  • Support the design of career development frameworks and pathways.

  • Drive employee development initiatives to support retention and growth.

  • Collaborate with HR Business Partners on succession planning and talent pipeline development.

7. Compliance & Audit

  • Ensure training and development activities meet regulatory and industry requirements.

  • Manage and support audits related to HR training and competency compliance.

Qualifications & Requirements
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum 6–8 years of progressive HR experience, with at least 3 years in training and development leadership.
  • Strong knowledge of training methodologies, adult learning principles, and competency frameworks
  • Experience in managing training budgets and HRDF/PSMB claims.
  • Proven ability to design and deliver impactful training programs (both classroom and digital).
  • Excellent communication, facilitation, and stakeholder management skills.
  • Strong analytical and project management abilities.
