Position Summary:

As the Human Resource Manager, you will provide strategic and operational human resources support to the organization and undertake a wide range of HR tasks as the regional employee point of contact. 

You will work in a highly collaborative environment with internal teams and will be the subject-matter expert for HR compliance, policy interpretation, and corrective action planning related issues. The ideal candidate has deep experience in managing policies and programs to maintain compliance with all federal and local employment laws. You have the ability to interface and influence employees and managers of all levels to ensure compliance standards are upheld. 

Ultimately you are a detail-oriented project manager with strong organizational skills and a passion to utilize technology to support HR-related processes, staying current and up to date on the ever-changing employment law landscape and takes immediate action when necessary. 

You will also champion Diversity, Equity & Inclusion companywide initiatives and bring your experience in building, executing, and delivering inclusion programs and training solutions that promote diversity, equity, and inclusion in our workforce. 

Primary Responsibilities:

  • Ensure compliance with labor laws and monitor legal and compliance issues.
  • Develop and implement local HR policies aligned with laws and Group policies.
  • Represent the company in dealing with workers' councils, official institutions and legal matters.
  • Lead the team of HR generalists to ensure successful management of personnel files and employee data in HRIS (Workday).
  • Provide coaching, direction, and leadership support to team members to achieve business results.
  • Ensure the team has the right skills and competencies to manage all programs, processes, procedures in compliance with countries payroll/tax regulations.
  • Work in collaboration with cross-functional operation, technical and corporate teams to successfully manage large-scale projects such as continuous improvement initiatives, technology updates/upgrades, acquisitions/divestitures, etc.
  • Oversee the successful management of data and payroll processing services to ensure that all employees in the country are paid on time and accurately and that related statutory and governmental duties are met. Monitors successful tax reconciliation and year-end payroll processes.
  • Oversee process improvements to ensure efficient and accurate data and payroll processing, payroll tax reporting, payroll accounting, and record retention.
  • Oversee all payroll compliance and SOX controls are effective and managed by defined policy and audit plans.
  • Follow all GDPR and data confidentiality requirements within defined policy and practices.
  • Partner with payroll vendor to work on changes, solutions, and improvements.
  • Responsible for conducting employee relations related investigations, addressing employee complaints and grievances, ensuring that company policies are followed, and promoting a healthy and productive work environment.
  • Support initiatives in talent optimization, employer branding, employee engagement, talent and performance management (PIPs, reviews).
  • Manage full employee lifecycle from administrative point of view – hiring, onboarding, performance management, employee relations, terminations
  • Review benefits package to ensure competitiveness. Manages the relationship with several vendors and providers.
  • Responsible for ensuring all Health and Safety regulatory standards are met.
  • Monitor key engagement factors through internal system – NPS score, focus areas, etc. Analyze results and proactively take actions to mitigate and address issues.
  • Support the development of the HR Ops department team members through ongoing feedback, internal/external trainings, mentoring and coaching.
  • Establish and sustain local HR governance model which facilitates the partnership across departments, ensures HR delivers timely information on key initiatives and changes and ensures business feedback is received and accommodated.

Qualifications:

  • The successful candidate will have relevant work experience of at least 8 years in an international company.  At least 10 years of experience in the HR field on an independent position.
  • Strong knowledge in end-to-end HR processes and operations, employment laws and HR practices in Bulgaria.
  • Fluent English is a must.
  • The candidate should be a high performer, engaging, influential and motivating, and have outstanding oral and written communication skills. Strong relationship building skills, problem-solving abilities and listening skills.
