In addition to leading the HR function, the HR Manager serves as the strategic HR partner for assigned business units.

 1. HR Functional Leadership

  • Lead the Singapore HR team and oversee day-to-day HR operations. 

  • Coach, develop and manage HR team members. 

  • Allocate workload and ensure timely, high-quality HR service delivery. 

  • Drive a culture of continuous improvement within the HR team.

 

2. HR Operations & Governance

  • Ensure compliance with the Singapore Employment Act, MOM regulations and company policies. 

  • Oversee payroll governance, HR administration and employee lifecycle processes. 

  • Maintain HR policies, SOPs and documentation. 

  • Lead internal and external HR audit

 

3. HR Systems & Process Excellence

  • Own Oracle HCM governance and continuous improvement. 

  • Lead User Acceptance Testing (UAT) for Oracle enhancements. 

  • Drive HR automation initiatives and process improvements. 

  • Ensure HR data integrity and reporting accuracy. 

  • Partner with Corporate HRIS on system enhancements.

     

4. Strategic HR Partnership

  • Serve as HR Business Partner for assigned client groups (e.g., Level 1 Manufacturing). 

  • Advise leaders on organizational design, workforce planning and talent strategies. 

  • Support organizational changes and business transformation initiatives.

 

5. Employee Relations & Risk Management

  • Lead complex employee relations matters and investigations. 

  • Provide guidance on disciplinary matters and performance issues. 

  • Coach managers on difficult people situations. 

  • Escalation points for sensitive cases.

 

6. Talent & Performance

  • Lead annual performance management processes. 

  • Facilitate talent reviews and succession planning. 

  • Partner with TA and Compensation on hiring and reward decisions. 

  • Identify organizational capability gaps and recommend development solutions.

 

7. Workforce Analytics

  • Monitor HR metrics including: 

    • Attrition 

    • Absenteeism 

    • Headcount Report

    • Hiring effectiveness 

    • OT trends 

    • New hire turnover 

    • Retention Scorecard

  • Present workforce insights and recommendations to senior leadership.

 

8. Leadership Responsibilities

  • Develop and mentor HR team members. 

  • Build team capability. 

  • Ensure succession planning within HR. 

  • Foster collaboration across HR and business functions.

 

9. Employee Engagement

  • Drive and lead the execution of HR employee-related events and engagement initiatives, including employee appreciation, wellness activities and recognition programs.

  • Lead and support Core Values Survey initiatives to drive employee participation and facilitate follow-up actions that strengthen organizational culture and employee engagement.

     

  • Bachelor's Degree in Human Resources, Business Administration or a related discipline. Candidates with a Diploma and significant relevant experience will also be considered. IHRP-CP or IHRP-SP certification is an advantage. 

    • Minimum 8 years of progressive Human Resources experience, including at least 3 years in an HR leadership or supervisory role. 

    • Manufacturing industry experience is essential, preferably in a high-volume, fast-paced production environment. 

    • Demonstrated experience leading a broad spectrum of HR functions, including employee relations, performance management, talent management, workforce planning, and HR operations. 

    • Strong knowledge of the Singapore Employment Act, MOM regulations, and HR best practices. 

    • Experience leading and coaching an HR team, with the ability to develop team capability and drive operational excellence. 

    • Strong stakeholder management skills with the ability to influence and partner effectively with leaders at all levels of the organization. 

    • Excellent analytical, organizational and problem-solving skills, with the ability to manage multiple priorities in a dynamic environment. 

    • Demonstrated ability to exercise sound judgment, maintain confidentiality, and manage sensitive employee matters with professionalism. 

    • Strong verbal and written communication, presentation and facilitation skills. 

    • Proficient in Microsoft Office applications (Excel, PowerPoint, Word and Outlook). 

    • Experience with HRIS platforms (Oracle HCM preferred) and leading HR process improvements or system enhancements would be an advantage

Skills Required

  • Bachelor’s degree in Human Resources, Business Administration, or a related discipline; a diploma with significant relevant experience may be considered.
