The HIV Services Quality Officer conducts targeted HIV testing, provides counselling, manages ART treatment, and delivers cervical cancer and NCD services, ensuring quality care and documentation.

- Work with CRF’s and community health
workers to mobilise clients within facility and community for targeted HIV
testing and counselling making use of the adult HIV screening tools, index
case testing, HIV self-testing, partner testing, targeted HIV testing) to

- Facilitate
linkage between HIV testing, diagnosis, care, treatment and support
- Ensure
appropriate systems (same day ART initiation, hand-to-hand referrals, booking
of clients deferring ART initiation etc) that promote uptake and enrolment of
PLHIV onto ART are in place
- Provide
adherence counselling and initiate clients on ARV treatment
- Link
and refer clients to facility and community based Psychosocial Support Services
- Provide
routine follow-up and monitoring of clients (including scheduling, interpreting
Viral Load and CD4 test results) and provide adherence support.
- Support
identification of clients who are defaulting for tracking and tracing
- Provide
comprehensive support and treatment for clients with unsuppressed VL
- Ensure
appropriate systems (DSD models, pre-identification of patients due for VL, VL
results management/updating on EPMS/EHR, unsuppressed VL management) that
promote retention and monitoring on ART are operational
- Ensure
the correct and complete recording of MMD, VL and defaulter tracing services in
appropriate care booklets, registers, checklists and other source documents is
done
Provide high quality Cervical cancer
and other NCD services for PLHIV
- Conduct pre-identification of clients
eligible for cervical cancer, mental health, diabetes and hypertension
screening
- Correctly record NCD services in
appropriate care booklets, registers, and other source documents adhering
to MOHCC guidelines
- For clients who screen positive for
precancerous lesions the nurse will provide treatment using cryotherapy or
thermal ablation, depending on availability of treatment method (Nurse to
use see and treat approach)
- Develop treatment plan for each client
- Appropriate referral for all clients with
any other NCDs
- Proper referral for further treatment in
consultation with hospital doctor
- Participate in integrated outreach for the
purposes of providing quality HIV and NCD services (Develop a schedule and
pre-book clients to avoid missed opportunities) Follow-up and Track)
Documentation of clients in the
relevant monitoring and evaluation tools(registers)
- Record and maintain filing
system for all client records as per MOHCC procedures
- Prepare monthly report on services
rendered for submission to supervisor.
- Correctly and completely record
HIV services in appropriate registers, checklists and other source documents
- Support health facility in
identifying gaps and challenges impacting on HIV prevention, and promoting site
level QI solutions and/or adoption of best practices from other sites within
the district
- Promote site level HIV
prevention data analysis (entry point yield analysis, cascade analysis) to
improve quality of services and achievement of site targets

Requirements
- Diploma/Degree in Nursing,
Registered General Nurse (RGN)
- Postgraduate qualifications
(midwifery or community nursing) are an added advantage
- VIAC training added advantage
- Registration with Zimbabwe’s
Nurses Council
- Training, knowledge and experience
in cervical cancer screening and HIV care and treatment
- Knowledge and experience of
working within the Ministry of Health and Care public sector
- Working under minimal supervision,
self-motivation and self-driven to achieve set goals and targets.
- Computer literacy and ability to generate
electronic reports daily
Skills Required
- Diploma/Degree in Nursing, Registered General Nurse (RGN)
- Registration with Zimbabwe's Nurses Council
- Training, knowledge and experience in cervical cancer screening and HIV care and treatment
- Knowledge and experience of working within the Ministry of Health and Care public sector
