POSITION SUMMARY

The employee of this class is responsible for the management of HIV/AIDS programs, including Ending the HIV Epidemic and other grant programs. Work involves overseeing program finances, staffing, general operations, developing and managing community linkages, project monitoring, evaluations, program goals, objectives, policies and procedures. Performs other work as requested.

Essential Functions:

  • Plans and directs the activities of a group of professional and clerical employees engaged in the operation of HIV/AIDS programs.
  • Establishes operating and administrative policies and procedures of Ending the HIV Epidemic and other grant programs to assure efficient program operation.
  • Develops long range objectives and plans for Ending the HIV Epidemic and other grant programs and projects; initiates implementation of developed plans.
  • Manages all aspects of the request for proposals and contract processes for the procurement of HIV/AIDS related core and support services.
  • Conducts site visits and develops and implements corrective action plans, if needed.
  • Leads strategic planning for clinic sites ensuring that activities and decisions are data driven.
  • Develops plan for orienting and training new and existing program staff on their day-to-day tasks and responsibilities.
  • Coordinates with 340B Drug Program Coordinator to ensure compliance.
  • Reviews budget and financial reports with the CFO for compliance with funding regulations.
  • Assists in preparing for and achieving compliance with any local, state, or federal audit of services including, but not limited to, Health Resources and Services Administration (HRSA) and Joint Commission.
  • Serves as an advocate for the program. Sustain established partnerships while seeking and developing new partnerships in service areas to increase commitments to the program.
  • Work cooperatively with others inside and outside the organization, to accomplish objectives and build and maintain mutually beneficial partnerships.
  • Develops and updates policy and procedure manuals and trains staff and subrecipients on the content therein.
  • Identify issues, problems or opportunities and determine appropriate course of action.
  • Performs related or similar duties as required or assigned.

Requirements

SKILLS & ABILITIES

Education:

  • Possession of a bachelor’s degree in health education/health promotion, public health, public administration, health administration/healthcare management, social work, or a closely related discipline.
  • Master’s degree preferred.
  • One year of leadership experience required.
  • Two (2) years of relevant professional experience required. Three (3) years of experience preferred.

Experience:

  • One year of leadership experience required.
  • Two (2) years of relevant professional experience required. Three (3) years of experience preferred.

Computer Skills:

  • Proficiency with Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
