Position Summary: Tidal Basin is looking for a qualified, dynamic, and results-driven candidate to serve as a Project Manager for a human services position in Honolulu, HI. The project manager's primary role is to stand up, execute all program activities, and participate in developing and implementing strategies to obtain program goals successfully. This position will focus on temporary housing programs related to the August 2023 Maui Wildfire recovery, primarily Disaster Case Management (DCM). This position may also support other related human services programs. The Program Manager will manage program lead staff and oversee outside program vendors. Some travel may be required between islands.
The Program Manager is responsible for managing many aspects of the program, including maintaining the operations of the units, meeting goals and objectives, complying with all federal, state, and local regulatory requirements, and adhering to all contractual or prescribed stakeholder expectations or requirements. The Program Manager is responsible for the overall operation of the Program and works to ensure the operations meet or exceed industry standards. In addition, the Program Manager works with the team to develop and implement short-range and long-range program goals and milestones.
Job Duties and Responsibilities include:
- Provide advisory and consulting services to state agencies related to program launch and implementation.
- Provide program oversight and expert technical assistance on policies, principles, and standard operating procedures related to the Program.
- Devise solutions-oriented strategies that facilitate program growth and success.
- Develop management tools for program targeting and performance reporting.
- Maintain knowledge of appropriate federal and state regulations and guidance.
- Ensure absolute confidentiality of work-related issues and uphold data integrity policies.
- Ensures program service and procedure issues are resolved.
- Write formal reports that are clear, concise, and easily understood.
- Present program/project ideas and coordinate with management and staff.
- Perform other duties as assigned.
- Assist and report overall and specific program activities to the client or authorized representative.
- Monitor program performance status and establish necessary tools to control program results.
- Identify program issues and obstacles and develop and implement efficient solutions.
- Lead and review all program activities to prepare and present reports as required by the client.
- Identify and promote any other function supporting the program’s objectives.
- Support and facilitate any collaborative process with the assigned client's POC or its authorized representative.
- Oversee the Program Management team and manage all necessary activities to obtain results on time and on budget, as required by the client or its authorized representative.
- Participate in, coordinate, and facilitate all necessary high-profile, program-wide public presentations and meetings, sub-recipient meetings, and government or non-government stakeholders’ meetings.
- Coordinate, support, and analyze performance measurement of subrecipients and report results in coordination with the client or representative.

Required Education and Experience:
- Previous experience working in federally funded disaster recovery programs,
- Must have a bachelor’s degree or higher education in Planning, Engineering, Architecture, Project Management, or a similar degree or equivalent experience.
- Must have at least six (6) years of experience as a Program or Project Manager and at least three (3) years of specific experience in federally funded programs.
Desired Education and Experience:
- Experience working with federal grant reporting systems a plus.
- Experience working with other federally funded temporary housing programs a plus.
Hourly Pay Rate
$52-56/hr.
