Key Responsibilities
1. Treasury and Liquidity Management
- Develop and execute treasury strategies in line
with the Bank's approved business plan, liquidity position and ALCO
directives.
- Monitor the Bank's daily liquidity position,
funding requirements and cash flow profile.
- Manage the deployment of surplus liquidity through
approved placements and permissible investments.
- Maintain an appropriate maturity profile to ensure
funds are available to meet the Bank's obligations as they fall due.
- Monitor liquidity buffers and escalate emerging
funding or liquidity pressures promptly.
- Support the Bank in maintaining applicable
regulatory liquidity and reserve requirements.
2. Money Market and Investment Management
- Identify and evaluate suitable money market and
permissible investment opportunities within the Bank's approved investment
mandate.
- Originate, price and negotiate placements with
approved banks, financial institutions, asset managers and other
authorized counterparties.
- Monitor prevailing market rates and identify
opportunities to optimize returns while preserving liquidity and capital.
- Recommend placements and investments for approval
in accordance with delegated authority and approved limits.
- Ensure all proposed transactions comply with
applicable regulatory requirements and the Bank's investment policy.
3. Counterparty and Relationship Management
- Build and maintain strong relationships with
banks, financial institutions, asset managers and other approved
institutional counterparties.
- Maintain current market intelligence on
counterparty pricing, creditworthiness and market conditions.
- Conduct appropriate counterparty assessments in
collaboration with Risk and relevant control functions.
- Ensure transactions are conducted only with
approved counterparties and within established exposure limits.
- Escalate any deterioration in counterparty
standing or proposed limit exceptions immediately.
4. Asset-Liability and Funding Management
- Monitor the Bank's asset and liability maturity
profile and identify potential liquidity mismatches.
- Work with Finance, Risk and Business teams to
understand funding requirements and deposit trends.
- Provide recommendations on liquidity deployment,
funding strategy and deposit pricing to Management and ALCO.
- Monitor the relationship between deposit growth,
lending requirements, liquidity and treasury deployment.
- Contribute to ALCO discussions on interest-rate,
liquidity and funding risks.
5. Treasury Governance and Controls
- Operate strictly within approved counterparty,
tenor, concentration, investment and liquidity limits.
- Ensure no treasury transaction is executed outside
the approved mandate or delegated authority.
- Maintain clear segregation between dealing,
approval, confirmation, settlement and accounting functions.
- Ensure all treasury transactions are properly
documented, confirmed and independently settled.
- Immediately report any unauthorized, unmatched or
exceptional transaction to the appropriate authority.
- Support internal and external audits and
regulatory examinations relating to treasury activities.
6. ALCO & Management
Reporting
- Prepare treasury reports, market updates and
liquidity analysis for ALCO and Management.
- Provide regular reports on placements, investment
performance, liquidity position, maturities and counterparty exposures.
- Provide timely recommendations on treasury
opportunities, market movements and emerging liquidity risks.
- Support the preparation of treasury papers for the
Board and relevant Board committees where required.
- Maintain accurate records of all treasury
decisions, approvals and transactions.
7. Team and Stakeholder Management
- Provide guidance to the Treasury Officer
responsible for treasury back-office activities.
- Work closely with Finance, Risk, Operations and
Business to ensure effective liquidity and treasury management.
- Promote disciplined adherence to treasury
policies, limits and control procedures.
- Support the development of appropriate treasury
processes, systems and reporting capabilities as the Bank grows.
Requirements
- First degree in Finance, Economics,
Accounting, Mathematics, Business Administration or another relevant
discipline.
- Relevant professional qualifications
such as ACI Dealing Certificate, CFA, ACA, ACCA or CIBN are desirable.
- An MBA, MSc or other relevant
postgraduate qualification is an advantage.
- Minimum of 10 years' relevant
professional experience, with at least 5 years in bank treasury, money
markets, asset-liability management, investment management or a related
financial services function.
- Experience managing institutional
banking relationships and money market placements is required.
- Experience within a regulated banking
or financial services environment, with a strong understanding of liquidity and
treasury controls, is strongly preferred.

Skills Required
