REPORTS TO:      General Manager

KEY RESPONSIBILITIES

 

  1. Safety Strategy and Leadership 
  • Develop and implement the ZLTS's annual HSE strategy and safety improvement plans. 

  • Establish safety objectives, procedures, standards and performance targets. 

  • Promote a proactive safety culture across all departments. 

  • Advise management on safety risks and appropriate control measures. 

 

  1. Risk Assessment and Hazard Control 
  • Conduct and review Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs) and risk assessments. 

  • Identify hazards associated with waste receiving, compacting, equipment movement, vehicle operations, maintenance and waste handling. 

  • Monitor high-risk activities and recommend corrective actions. 

 

  1. Incident and Accident Management 
  • Lead investigations into accidents, injuries, property damage and environmental incidents. 

  • Identify root causes and recommend corrective and preventive actions. 

  • Maintain accurate incident records and ensure timely reporting. 

  • Monitor implementation and closure of corrective actions. 

 

 

  1. Operational Safety
  • Ensure safe traffic management within the transfer station. 

  • Establish controls for interaction between heavy equipment, trucks, pedestrians and staff. 

  • Monitor safe operation of loaders, trucks, trailer equipment and other machinery. 

  • Ensure appropriate PPE is provided, used and maintained. 

 

  1. Emergency Preparedness 
  • Develop and maintain emergency response and evacuation plans. 

  • Coordinate emergency drills, including fire, equipment accidents, and other foreseeable emergencies. 

  • Ensure availability and readiness of firefighting and emergency equipment. 

  • Coordinate emergency response with relevant external agencies where necessary. 

 

  1. Environmental and Waste-Handling Safety 
  • Monitor risks associated with hazardous, medical or other prohibited waste entering the facility. 

  • Support appropriate control of dust, odour, noise, litter and wastewater. 

  • Ensure safe handling of contaminated materials and hazardous substances. 

  • Promote environmentally responsible operations. 

 

  1. Compliance and Auditing 
  • Ensure compliance with applicable Ghanaian occupational health, safety and environmental requirements. 

  • Conduct regular safety inspections and compliance audits. 

  • Maintain required safety documentation, permits, registers and records. 

  • Liaise with regulatory bodies and external auditors when required. 

 

  1. Training and Safety Awareness 
  • Develop and coordinate safety induction and refresher training. 

  • Conduct toolbox meetings and safety briefings. 

  • Train employees on emergency procedures, PPE, hazard identification and safe work practices. 

  • Evaluate safety-training effectiveness. 

 

 

  1. Safety Performance Reporting 
  • Develop monthly and quarterly HSE performance reports. 
  • Analyze safety trends and identify recurring risks. 
  • Present safety performance and improvement recommendations to management. 
  • Maintain safety dashboards and KPI records.

 

 

ADDITIONAL KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED

 

Ideal Profile

The Head of Safety should ensure that the transfer station operates with zero fatalities, minimal injuries and incidents, strong regulatory compliance, effective emergency preparedness and a proactive safety culture, while integrating safety into everyday operational and maintenance decisions rather than treating HSE as a separate administrative function.

 

Education and experience: Bachelor's degree in Occupational Health and Safety, Environmental Health, Environmental Science, Engineering, Risk Management or a related discipline. A Master's degree in Occupational Health & Safety, Environmental Management, Risk Management or a related field is an advantage. 7–10 years HSE experience, including 3–5 years in a supervisory/managerial role. ISO certification preferred

 

Industry Experience: Waste management, heavy industry, logistics, manufacturing, mining, construction or similar

 

Technical Knowledge: HSE management, risk assessment, incident investigation, emergency response, audits and environmental safety, Ghanaian HSE and environmental requirements

 

 

 

SOFT SKILLS REQUIRED

 

  • Strong leadership and people management: strong ability to drive safety culture and influence operational teams
  • Decision-making and problem-solving: strong judgement, particularly during high-risk operations and emergencies
  • Excellent communication and interpersonal skills: excellent communication, presentation and reporting skills
  • Personal attributes: integrity, assertiveness, resilience, attention to detail and continuous-improvement orientation

Skills Required

  • ISO certification
