The Head of Agency Recruitment is responsible for setting and driving the overall agency recruitment strategy of the Company, ensuring sustainable growth, quality advisor inflow, and long-term productivity of the agency force nationwide.

This role ensures the achievement of enterprise-wide recruitment targets, strengthens leadership bench strength across agency distribution, and builds a future-ready, compliant, and high-performing agency workforce aligned with the Company’s growth ambitions.

Job Accountabilities

A. Strategic Leadership & Governance

  • Define, lead, and continuously refine the end-to-end agency recruitment strategy, ensuring alignment with the Company’s overall business and distribution strategy.

  • Translate corporate growth objectives into clear recruitment priorities, targets, and success metrics across regions and agency units.

  • Serve as the enterprise subject-matter expert on agency recruitment models, market practices, and future talent trends within the insurance industry.

B. Recruitment Performance & Delivery Oversight

  • Provide overall leadership and governance over nationwide recruitment initiatives, ensuring consistency, scalability, and impact.

  • Oversee recruitment performance across regions, identifying risks, gaps, and opportunities, and instituting data-driven interventions to address underperformance.

  • Ensure strong conversion outcomes from recruitment activities (e.g., Build Your Business events, recruitment fairs, referrals) through standardized frameworks and best practices.

C. Agency Leader Enablement & Accountability

  • Build strong strategic partnerships with Sales Directors, Senior Agency Leaders, and Distribution Heads, reinforcing shared accountability for recruitment outcomes.

  • Set clear expectations and success standards for Agency Leaders’ involvement in recruitment, including ownership of prospecting, engagement, and conversion.

  • Champion capability-building initiatives to strengthen Agency Leaders’ recruitment effectiveness, including modern recruiting approaches and value proposition articulation.

D. Recruitment Programs & Innovation

  • Provide executive oversight over key recruitment programs (e.g., BYB events, recruitment campaigns, leadership sourcing initiatives), ensuring relevance and effectiveness.

  • Continuously benchmark and introduce innovative recruitment models, digital tools, and sourcing strategies to enhance reach and conversion.

  • Institutionalize learning loops by consolidating field insights and sharing best practices across regions.

E. People Leadership & Team Development

  • Lead and develop the Agency Recruitment team, including managers and specialists, ensuring high performance, capability depth, and succession readiness.

  • Set a strong culture of accountability, collaboration, and continuous improvement within the recruitment function.

  • Act as mentor and coach to senior recruitment leaders, strengthening leadership maturity and decision quality.

G. Executive Partnership & Representation

  • Act as the principal recruitment advisor to senior management on agency workforce growth, recruitment risks, and market trends.

  • Represent Agency Recruitment in executive forums, providing insights, recommendations, and forward-looking perspectives.

  • Perform other strategic responsibilities as may be assigned by executive leadership.

H. Compliance

  • Ensure that all company policies, procedures, programs and instruction are carried out

  • Be familiar and understand Pru Life UK Compliance Standards. Must be fully aware of his/her responsibilities and competent to carry them out to the required standards. Must report all compliance matters openly and honestly to their Compliance Officer in accordance with the reporting requirements operated by the Compliance Officer. Must operate a process within his/her department to ensure that all relevant compliance matters are identified and reported.

Job Specification

  • Bachelor’s degree in Business Administration, Management,or other related courses.

  • Deep understanding of agency distribution models and insurance recruitment dynamics

  • Strong knowledge of life insurance products, agency licensing, and sales productivity drivers

  • Proven expertise in recruitment strategy design, workforce planning, and performance management

  • Strategic and systems thinking

  • Executive-level communication and stakeholder influence

  • Strong analytical and commercial acumen

  • Leadership maturity with the ability to drive alignment without direct authority

  • Change leadership and innovation mindset

  • Minimum 8–10 years of relevant experience in agency recruitment, sales leadership, or distribution development within the insurance industry

  • At least 5 years in a leadership or people management role, with demonstrated enterprise-level impact
