Leads aircraft continuing airworthiness and engineering operations under Malaysian CAAM regulations and the airline’s AOC. Oversees maintenance programs, airworthiness directives, service bulletins, repairs, technical records, airworthiness reviews, quality management, safety, contractor performance, personnel competence, and coordination with approved maintenance organizations. Acts as the regulatory liaison with CAAM and develops the engineering department. Requires aircraft maintenance licensing or prior AMEL, aviation regulatory and CAMO training, aircraft type knowledge, SMS expertise, and substantial CAMO or technical management experience.

A. ACCOUNTABILITIES

  • Accountable to ensure the continued airworthiness of the aircraft/s and that all maintenance is carried out in accordance with the approved maintenance program, applicable Airworthiness Directives and mandatory Service Bulletins, aircraft and its component repair, rectification and installation as per the approved data.
  • Ensure compliances with the conditions and restrictions of the Air Operator Certificate, CAAM regulatory requirements and standard.
  • Manage and develop a Quality Management System that meets regulatory and organizational requirements, supports continuous improvement, ensures compliance, safety and reliability, and reduces waste.

B. RESPONSIBILITIES

  • Responsible for the management/supervision of continuing airworthiness activities on behalf of the airline under its AOC approval and as outlined in CAD 6802 (Part M Subpart G).
  • Ensure timely accomplishment and delivery per the standards as required by CAAM/competent authority, of all continuing airworthiness management activities for the airline.
  • Ensuring the establishment and control of the competence of personnel involved in continuing airworthiness management, airworthiness review and/or quality audits in accordance with a procedure and to a standard agreed by the CAAM.
  • Ensuring the contracting of maintenance meets with the requirements of CAD 6802 (Part M Subpart G), in a manner acceptable to the CAAM.
  • Ensuring that the approved maintenance contractor has a quality system for monitoring that the contracted continuing airworthiness tasks are being performed in accordance with CAD 6802 (Part M Subpart G) and procedures approved by the CAAM.
  • Ensuring that operations are conducted in a safe and secure manner within his/her area of responsibility.
  • To develop AirBorneo (AB) Engineering Department with a vision and goal to ensure the efficient development and management of the organization.
  • Coordination with AMO 145 organizations maintenance providers to ensure scheduled maintenance and interventions are carried out in accordance with the schedule Maintenance task, rectification and repairs.
  • Conducting physical and documentary inspections to recommend the issuance of the Airworthiness Review Certificate.
  • Technical Records management by documenting maintenance history, control of component life limited Life, compliances with airworthiness directives, certified modifications, structural change, repairs and rectification. It will include aircraft technical records retention as required by the CAAM, aircraft lessors and the company.

C. AUTHORITY

  • Regulatory & Government Liaison: Authorized to liaise with the Civil Aviation Authority of Malaysia (CAAM) and government liaison with regards to CAMO.
  • Approved embodiment of Airworthiness Directive and mandatory service Bulletin.

D. DELEGATION OF DUTIES

  • Administrative & Operational and regulatory Alternate: Manager, Technical & Planning or deputy CAMO Manager.

E. MINIMUM QUALIFICATIONS

  • Education: Degree in mechanical or Electrical or any other degree accepted by CAAM / Diploma / SPM.
  • Licensing: B1/B2 Aircraft Maintenance Engineer Licensed or previously held the AMEL.
  • Relevant regulation training pertaining to initial and continuing airworthiness.
  • Training on relevant parts of operational requirement and procedure.
  • Training on CAMO’s continuing airworthiness management exposition.
  • Safety Management: Thorough knowledge of aviation SMS systems.
  • Knowledge on relevant type(s) of aircraft gained through a formalized training course.
  • Experience & Profile:
    • Ex-nominated Post Holder from a Malaysian AOC (highly preferred) or post holder in any other organization outside Malaysia; OR
    • Having experienced in CAMO environment for more than 10 years; OR
    • Minimum of 5 years of experience in management roles heading technical planning or technical services.

Skills Required

  • Degree in mechanical engineering, electrical engineering, or another degree accepted by CAAM; alternatively diploma or SPM
  • B1/B2 Aircraft Maintenance Engineer License or previously held AMEL
  • Training in relevant initial and continuing airworthiness regulations
  • Training in relevant operational requirements and procedures
  • Training on the CAMO Continuing Airworthiness Management Exposition
  • Thorough knowledge of aviation Safety Management Systems
  • Formal training and knowledge on relevant aircraft type or types
  • Ex-nominated Post Holder from a Malaysian AOC
  • Post Holder experience in another organization outside Malaysia
  • More than 10 years of experience in a CAMO environment
  • At least 5 years of management experience leading technical planning or technical services
