Job DescriptionOBJECTIVES/PURPOSE
· Lead the GCC Design Engineering core hub as a scalable global delivery organization, accountable for people, capacity, performance, governance, and delivery outcomes across Design Engineering and Engineering Operations services.
· Build and develop multidisciplinary engineering capabilities, leadership pipelines, critical skills, and a high-performing talent base that can deliver consistent, compliant, and cost-effective support across locations and project portfolios.
· Integrate Design Engineering delivery with Engineering Operations services, including operational support, transition and readiness, MBR design support, automation support, performance management, and standardized ways of working.
· Ensure the GCC operates as a trusted global partner to Global Engineering, sites, project teams, and functional stakeholders, with strong quality, compliance, safety, financial discipline, digital enablement, and continuous improvement.
ACCOUNTABILITIES
GCC Leadership and Operating Model
· Lead the GCC as an integrated organization and own the hub people agenda, capacity, governance, performance, culture, and operating rhythm.
· Translate the Global Design Engineering strategy into a practical GCC roadmap and owns, the road map, organization plan, workforce plan, budget, capability build-up, and measurable objectives.
· Maintain clear separation between hub leadership and capability ownership, partnering with Department Heads who own functional capabilities, standards, skills, and technical quality.
· Lead interfaces with GCC satellite hubs and enable functional alignment, consistent methods, mobility of work, and scalable resource deployment without duplicating unnecessary management layers.
Design Engineering Delivery
· Accountable for the overall performance of multidisciplinary Design Engineering delivery through the GCC, including Process Design and Architecture, Facilities and Utilities, Automation Design, CSA, Digital Manufacturing, Engineering Information and Compliance, CQV, and Design Delivery.
· Ensure fit-for-purpose delivery across Concept, FEED, Detailed Design, construction support, commissioning, qualification, handover, and lifecycle support, according to the agreed service and project scope.
· Accountable for capacity planning, demand prioritization, assignment of qualified resources, workload balancing, delivery forecasting, and timely escalation of constraints across the portfolio.
· Promote standardized, modular, reusable, and digitally enabled design solutions while preserving appropriate project and site flexibility.
Engineering Operations and Operational Support
· Lead and integrate Engineering Operations services provided through the GCC, including operational engineering support, transition and readiness, MBR design support, automation support, and other scalable technical services assigned to the hub.
· Establish service definitions, intake and prioritization mechanisms, ownership, service levels, operational KPIs, issue escalation, and performance reviews for recurring support activities.
· Ensure effective transition of work into the GCC through structured knowledge transfer, training, documentation, readiness assessment, stabilization, and continuous service improvement.
· Partner with sites and global functions to distinguish standards and capability ownership from GCC execution, and to ensure support is responsive, compliant, sustainable, and value driven.
People, Capability and Workforce Leadership
· Lead, coach, and develop Department Heads, Engineering Operations leadership, and other direct reports; create a strong leadership team with clear accountability and decision rights.
· Own GCC workforce planning, organization sizing, hiring priorities, onboarding, engagement, retention, succession planning, and critical skill risk management.
· Build a balanced workforce pyramid across leaders, discipline leads, senior engineers, engineers, and specialists, aligned to organizational scope and delivery demand.
· Create an inclusive culture of accountability, collaboration, technical excellence, learning, and continuous improvement.
Performance, Finance and Vendor Management

· Partner with Finance, HR, Procurement, global functions, and project leadership on business cases, budget planning, workforce scenarios, resource approvals, and operating reviews.
· Optimize the internal and external delivery mix, support vendor and partner strategies, and reduce fragmented or duplicated external engineering support by building sustainable internal capability.
· Use data and performance insights to identify bottlenecks, improve predictability, and drive corrective and preventive actions.
Quality, Compliance, Governance and Risk
· Ensure GCC activities comply with GMP requirements, Takeda standards, quality systems, EHS expectations, applicable regulations, data integrity, cybersecurity, and engineering best practices.
· Implement governance for technical reviews, design assurance, engineering information, document control, change control, risk management, lessons learned, and inspection readiness.
· Ensure clear accountability and escalation for quality, delivery, resource, compliance, and operational risks.
· Support audits, inspections, quality investigations, management reviews, and remediation activities as required.
Digital Enablement and Continuous Improvement
· Champion digital engineering, BIM, engineering data management, automation of workflows, analytics, AI-enabled tools, and knowledge reuse across Design Engineering and Engineering Operations.
· Establish a continuous improvement pipeline focused on simplification, standardization, productivity, quality, faster cycle times, and better stakeholder experience.
· Enable scalable global processes, templates, methods, and reporting while avoiding duplicate coordination and non-value-adding work.
Stakeholder Management
· Serve as the senior GCC point of contact for Global Design Engineering and Engineering Operations delivery, performance, people, capacity, and service integration.
· Build effective partnerships with Global Engineering functions, Technical Authorities, CAPEX delivery teams, sites and Operations, MSAT, Quality, DD&T, Finance, Procurement, HR, and external partners.
· Provide transparent communication, influence cross-functional decisions, resolve priority conflicts, and represent the GCC in relevant leadership and governance forums.

Education
· Bachelor’s Degree in Engineering, Architecture, Computer Science, Project Management, Business, or a related discipline.
· Master’s Degree, MBA, or equivalent advanced qualification preferred.
Experience
· 15+ years of progressive experience in engineering, design management, engineering operations, capital project delivery, manufacturing support, or related disciplines within pharmaceutical, biotechnology, or another regulated industry.
· Significant experience leading a large, multidisciplinary engineering or technical services organization, preferably across multiple locations and cultures.
· Demonstrated experience building or transforming an engineering capability center, shared service, delivery hub, engineering office, or comparable scalable organization.
· Experience with organization design, workforce planning, talent development, financial management, vendor strategy, service management, and performance governance.
