Purpose of the role

To enable the success of senior executives by helping navigate complex challenges, make informed decisions and deliver against their strategic objectives.

Accountabilities

  • Strategic support to senior executives, such as the CEO or other top-level leaders including assistance in the development and execution of in year and multi-year business strategy, research, and analysis to support decision-making and act as delegate for the senior executive in specific situations.
  • Management of Colleague engagement planning in line with the strategic direction, managing communication channels and ensuring effective coordination across different departments and teams.
  • Management of key projects and strategic initiatives on behalf of senior executives, ensuring strategic projects are on track, monitoring of progress, and provision of regular updates to the executive team.
  • Improvement of operational efficiency, alongside functional partners, within the organisation including the identification of areas for improvement, streamlining of processes, and implementation of consistently excellent best practices to enhance productivity and effectiveness.
  • Development of performance reporting for key metrics that reinforce the strategic objectives of the division and support the external commitments made. Analyse and draw insight to drive performance. Involvement in aspects of financial analysis and budget management, including assistance in financial planning, forecasting, cost management and monitoring of financial performance against targets.
  • Support to senior leadership to ensure appropriate resourcing across the business/function including planning and forecasting, partnering with HR to drive talent development and succession planning including the identification of high-potential employees, provision of mentorship and guidance, and support to leadership development and diversity initiatives.
  • Support to the senior executive with risk and control oversight, escalation, crisis management and risk mitigation, support the development of contingency plans, coordination of responses to emergencies, and ensure business continuity.
  • Implementation of a robust governance framework which supports the board of directors, executive forums and governance committees through the preparation of board materials, organisation of meetings, and ensuring compliance with regulatory requirements.

Managing Director, Head of Compliance, India

(Location: Pune)

Key Compliance Oversight Accountabilities

  • Responsible for oversight of Compliance risk across all Barclays entities in India
  • Accountable to the Head of Compliance, APAC for local Compliance oversight of India and to the Group Compliance Chief Operating Officer for Compliance oversight of Barclays Group Service Centre (BGSC) (outsourced teams servicing global entities)
  • The role holder will be an active member of both the Compliance Chief Operating Office (COO MT) Management Team and Asia Pacific Compliance Management Team (AP CMT).
  • The role holder will be an active member of the Barclays Execution Services (BX) Executive Committee (ExCo) and will provide effective second line check and challenge and oversight for the Barclays Group Service Centre (BGSC) entity, which employs over 30,000 colleagues.
  • Ensure that jurisdiction specific Compliance regulatory requirements over and above Barclays Policies and Standards are identified, documented and applied.
  • Support India Executives and Businesses to manage Compliance risks within appetite.
  • Review and approve new products for India and oversight of risk assessments as applicable to the India entities.
  • Provide Compliance advice and oversight for strategic investments, business growth initiatives and transition of onshore to offshore activity into India’s entities.
  • Manage India regulatory and law enforcement relationships.
  • Work with other Risk disciplines, Internal Audit and Compliance Assurance to identify and evaluate the effectiveness of controls owned and/or operated out of Barclays India.

Key India Functional Oversight Accountabilities

  • Be accountable to the Head of Compliance, APAC for functional management of Business Oversight Compliance (BOC) teams overseeing India entities and to the Group Compliance Chief Operating Officer for services performed in India, on behalf of global functional leads.
  • Responsible for local oversight of Compliance Directors based in India
  • Support the Group Compliance strategic direction, determining opportunities to build and expand the extension model to keep the function commercially efficient.
  • Support Compliance learning for the India Compliance team, including programmes to educate staff and ensure continual upskilling to assist with managing Compliance Risk.
  • End to end oversight and management of India employees, including wellbeing and development.
  • Measurement of cost for the India function, budgeting, forecasting and cost & allocation reporting for the India Compliance function.
  • The role holder will be responsible for the management, direction and interlock with Global Functional leads for India resourcing plans, ensuring resourcing is controlled, tracked and governed.
  • Overseeing the services provided by India Compliance to Barclays PLC, Barclays Bank UK PLC and Barclays Bank PLC and subsidiary entities, including:
    • Oversight of services provided to Service Owners
    • Service budget management
    • Service requirements identification and amendments
    • Establishing and monitoring adherence to Service Level Agreements and Key Performance Indicators
    • Raising of disputes, issues, risks in relation to Service Owners through governance
  • Development and oversight of India’s Compliance Target Operating Model, tracking delivery against the strategic vision, ensuring the India Compliance team operates as one and ensuring consistency across the service provision.
  • Overseeing the India control environment and risk profile for the India Compliance function, including:
    • Issues
    • Dispensations and Waivers

Person Specification

  • Extensive Regulatory and varied Compliance experience in a global, universal bank. Particularly, an understanding and managing relationships with regulators in India.
  • Experience engaging and influencing Executive Management.
  • Experience advising Executive Management on Compliance risk matters.
  • Experience leading an offshore team that provides services to Global Functional leads.
  • Experience leading the transformation of Compliance operating models.
  • Drives to high standards and seeks out opportunities to innovate and enhance.
  • Experience overseeing performance, issues and related risks of services.
  • Experience managing, leading, and developing a high-quality team of Compliance professionals.
  • Experience leading and implementing the digitization of Compliance.

Essential Skills/Basic Qualifications:

  • Seasoned Compliance professional with comprehensive experience in the industry and of the regulatory environment.
