The Opportunity
Our GHG Management and Reporting team is looking to add an #EnergyProblemSolver in Houston to support state and federal GHG reporting requirements.
Reporting to Manager, GHG Management and Reporting within the US Environment team, this position will be an integral part of the team responsible for supporting government mandated GHG emissions compliance reporting at both the federal and state level. The role will also assist with GHG emissions reporting to support the US Natural Gas business corporate reporting, and verification of emissions.
What you’ll do
- Serve as the technical Subject Matter Expert (SME) on existing and proposed state/federal GHG regulations that affect the oil and gas operations.
- Coordinate the collection of GHG data; calculation of GHG emissions, evaluation, quality assurance, and reporting of GHG (Subpart W and Subpart C) emissions to ensure compliance with environmental regulations.
- Serve as a liaison between internal stakeholders and third-party contractor(s) on scheduling GHG surveys.
- Participate with a team of internal environmental SMEs to assure compliance with and audit/review of company operating procedures and processes.
- Identify emerging GHG related issues, assessing gaps and providing recommendations to address them.
- Collaborate with internal stakeholders (e.g. team peers, Field Operations, Corporate and Legal teams) and external stakeholders (e.g. regulatory agencies, trade organizations) to proactively identify, analyze and assess impact of emissions risks and policies.
- Support GHG verification activities, emerging issues, risk assessment and regulatory mitigation strategies, data inventory and audit functions.
- Manage projects, schedules and budgets as necessary.
- Support development and coordination of responses to public, regulatory and legislative information requests on GHG issues.
- Support the team on compliance activities associated with the OOOO series of regulations for the transmission and storage sector as well as state specific methane regulations.
Minimum Qualifications
- Bachelor's Degree, and preferably Master's Degree, in engineering, environmental sciences or related disciplines, with a focus on climate change and air emissions
- Minimum 10 years environmental compliance or related experience, with comprehensive knowledge and practical experience with air and greenhouse gas regulations pertaining to oil and gas operations, transmission pipelines or utilities
- Experience and knowledge of environmental information management systems including one or more of the following software systems: Enablon, Sphera Essential, Intelex, or others.
- Excellent computer skills – proficiency in Microsoft Office Suite
- Knowledge and ability to run queries against data using SQL and Power BI (or similar tools)
Preferred Qualifications
- Previous experience with Federal & State air permitting processes for transmission pipelines and storage facilities across the US
- Previous experience with complex regulatory, permitting and compliance air/GHG issues on major operations and construction projects
- Expertise in assessing the impact of and developing/implementing strategies to address environmental air emissions regulatory initiatives
- Expertise supporting corporate GHG and air emissions reporting
- Demonstrated understanding and experience managing large groups of operational data at a detailed or summary level to support emission calculation and reporting
- Demonstrated sound analytical and diagnostic skills dealing with issues that are loosely defined and/or where information is available but must be further analyzed
- Strong team orientation, demonstrating a high level of collaboration and cooperation within functional and cross-functional teams
