The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence.
Description of Work
The North Carolina State Bureau of Investigation (NCSBI) Business Office is seeking a Grants Program Manager to promote consistent grant administration, compliance, and effective stewardship of grant-funded resources while maintaining appropriate segregation of duties between programmatic, grant-administration, and financial responsibilities. The position coordinates agency-wide management of Federal, State, and other grant-funded programs and serves as a central resource for operational Grant Project Managers, Business Office personnel, agency leadership, awarding agencies, and other stakeholders.Key responsibilities include but are not limited to:
- Coordinate NCSBI’s agency-wide grants administration program throughout the grant lifecycle, including opportunity identification, application, award implementation, monitoring, reporting, modifications, closeout, and records management.
- Serve as the primary grant-administration liaison and technical resource for operational Grant Project Managers, the Business Office, agency leadership, awarding agencies, and other stakeholders, providing guidance on grant requirements, deadlines, allowable activities, documentation, and compliance.
- Monitor grant awards for compliance and performance, maintaining agency-wide grant tracking and reporting tools and identifying compliance concerns, approaching deadlines, underutilization of funds, budget issues, or other matters requiring management attention.
- Coordinate Federal and State grant audits, monitoring reviews, and other oversight activities, including organizing agency responses, coordinating documentation across functional areas, and tracking findings, questioned costs, corrective actions, and follow-up requirements through resolution.
- Research and evaluate Federal, State, and other grant opportunities that support agency priorities and coordinate the preparation and submission of approved grant applications, including use of JustGrants and other applicable grant-management systems.
- Coordinate grant-related financial information between operational and Business Office personnel, interpreting financial reports and monitoring expenditures, balances, budget utilization, match requirements, and draw or reimbursement activity while preserving appropriate segregation of accounting and financial responsibilities.
- Develop and maintain agency-wide grant-management practices, guidance, procedures, tools, and training to promote consistent grant administration and provide ongoing orientation and technical assistance to Grant Project Managers.
Position/Physical Requirements:
- Must be able to work Monday to Friday, 8:00AM - 5:00PM.
- Occasional travel may be required to attend meetings, training, conferences, site visits, monitoring activities, or other grant-related business.
Knowledge Skills and Abilities/Management Preferences
Salary Range: $67,122 - $117,465
Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers:
- Considerable knowledge of Federal and State grant administration requirements and demonstrated experience coordinating grants throughout the grant lifecycle, including application, award implementation, compliance monitoring, reporting, modifications, audit or monitoring support, and closeout.
- Demonstrated experience interpreting grant award documents, funding requirements, regulations, and financial information and providing technical guidance to program managers, leadership, and other stakeholders regarding grant compliance and administration.
- Demonstrated experience coordinating Federal or State grant audits, monitoring reviews, site visits, or similar oversight activities, including coordinating documentation across multiple functional areas and tracking findings or corrective actions through resolution.
- Working knowledge of Federal grant-management and payment systems, with experience using JustGrants and/or ASAP preferred.
- Demonstrated ability to coordinate complex, cross-functional programs and communicate effectively with operational personnel, financial professionals, agency leadership, awarding agencies, auditors, and other internal and external stakeholders.

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution; and five (5) years of progressively responsible program experience related to the area of assignment; OR equivalent combination of education and experience.

Veteran’s and National Guard Preference
