Grants Management Specialist III

ICF is seeking a Grants Management Specialist III with experience in federal grant compliance, administration, and reporting, or similar work supporting federal, state, and local grant administration and implementation activities. This is an opportunity to be part of a multi-disciplinary team that engages with a variety of project teams across ICF in areas related to climate, energy, and transportation. In this role, you will use specific knowledge about grants management and grant compliance to research, communicate, and achieve program objectives as part of a larger team supporting agencies looking to modernize their grants management practices.
This position is hybrid and may be located in either Reston, VA or Austin, TX. Preference will be given to candidates in Austin, TX. Candidates must be willing to work across CONUS time zones to accommodate client meetings preferences and requests.
What you will be doing

Lead project delivery data analytics, including partnering with ICF subject matter experts.

Assist in developing financial analyses, budget reconciliations, payment requests, and establishing regulatory compliance monitoring processes.

Identify variances and recommend adjustments to accounting data to match actual activity.

Generate dashboard mockups, charts, use cases, wireframes, process flow diagrams, and other system documentation.

Document processes for internal and external audiences.

Develop or update procedures for the proper administration of grant funds.

Providing high-level input toward the design and maintenance of workflow processes, policies, procedures, and related instructional documentation;

Upholding compliance and data management best practices across our grants management.

Prepare agendas, program status reports, and follow-up actions for meetings with external clients and client vendors.

Support program performance by monitoring assigned areas of performance and identifying areas for improvement.

Provide technical assistance to recipients and subrecipients on grants management best practices.

May include actively engaging with state and local government leaders and staff, responding to government inquiries, creating marketing materials for government agencies, etc.
What you need to have
-
A bachelor’s degree in political science, economics, sociology, or a degree in a field that includes both qualitative and quantitative research and data analytics.

3+ years of grant management, regulatory compliance, management consulting, or government financial services experience, with one year working with public sector entities in a consulting capacity.

5+ years of experience with MS PowerPoint, MS Word, and MS Excel, including two years working with large dataset or database systems.
Preferred experience

Skilled at analyzing legal or regulatory documents (e.g., Public Laws, NOFOs, Federal Register Notices) and summarize information for various audiences as it relates to the project at hand.

Prior experience working on grants management, federal grants compliance, and grant reporting.

Strong numerical reasoning and quantitative skills, particularly building complex Excel models.

Level of comfort working in a cross-functional or matrixed environment with project-level supervisors.

Good understanding of file management systems and data analytics tools (e.g., SharePoint, Power BI, Tableau).

Strong comprehension of 2 CFR 200 requirements.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$65,416.00 - $123,084.00
