The Defense Counterintelligence and Security Agency (DCSA) is responsible for safeguarding national security by delivering secure and efficient background investigation and vetting services across the federal government. Under the SETA BIES contract, Team DNI supports the full lifecycle of investigative operations by sustaining and modernizing enterprise systems that enable clearance processing, continuous vetting, and secure access to mission-critical data. This effort ensures interoperability, cybersecurity compliance, and operational resilience across the National Background Investigation Services (NBIS) environment. The Acquisition Specialist provides procurement and acquisition lifecycle support to the Defense Counterintelligence and Security Agency (DCSA) under the Background Investigations Enterprise Systems (BIES) program. This role supports contract management, acquisition documentation, and compliance activities to ensure efficient, secure, and scalable delivery of mission-critical systems supporting national security and background investigation operations.
Key ResponsibilitiesAcquisition & Procurement Support
- Develop, manage, and maintain acquisition and procurement documentation using standardized templates and collaboration tools (e.g., SharePoint).
- Support all phases of contract administration, including tracking deliverables, modifications, and contractor performance.
- Ensure acquisition activities comply with federal regulations and DCSA procurement policies.
- Coordinate with Contracting Officers and stakeholders to address procurement issues and maintain program integrity.
Contract Administration & Compliance
- Monitor contract performance, compliance, and reporting requirements using contract management tools.
- Conduct regular audits and reviews to ensure alignment with statutory and regulatory requirements.
- Maintain accurate records of contract actions, deliverables, and performance metrics.
- Proactively communicate risks, issues, or compliance concerns to government leadership.
Program & Mission Support
- Support acquisition activities tied to enterprise IT modernization, cybersecurity, and system integration efforts within BIES.
- Assist in managing procurement actions for systems supporting NBIS (e.g., clearance processing, biometric verification, continuous vetting).
- Collaborate with cross-functional teams including engineers, cybersecurity specialists, and program managers.
Financial & Resource Coordination
- Track acquisition-related funding, licensing, and resource requirements associated with cloud and on-premise environments.
- Support budget planning and execution activities tied to procurement and contract actions.
Process Improvement & Efficiency
- Recommend improvements to procurement workflows to increase efficiency and throughput of acquisition actions.
- Support scaling of procurement processes to handle increasing operational demand.
Requirements
- Active DoD Top Secret Security Clearance
- Experience supporting federal acquisition and procurement processes
- Knowledge of contract administration and compliance requirements
- Familiarity with DoD acquisition environments and documentation practices
