The Position

External Affairs International (EAi), part of the Roche Pharma CEO Office, ensures the company can shape the policies, funding decisions, and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network, EAi builds trusted relationships with governments, multilateral institutions, and global partners, develops third-party advocates, and forges alliances that protect and grow Roche’s business while improving patient access to innovation.

The Opportunity

Reporting to the Head Global Policy & Advocacy, the Geopolitical Strategy Policy Lead role offers a unique opportunity to enable and drive execution and operational excellence across External Affairs International. In this role, you will focus on supporting the development and delivery of global-to-local Policy and System Shaping strategies and other high-impact strategic initiatives by guiding the company’s understanding of political, economic, and regulatory shifts that affect global pharmaceutical operations. You will maintain fluency on relevant global and supra-national policy trends and issues impacting our business, portfolio and pipeline and help to translate the Pharma Vision and the OneRoche Policy priorities into actionable policy strategies and initiatives with measurable milestones and concrete outcomes. You will role model the Pharma Operating principles, actively promote a diverse and inclusive culture, and take on external Thought Leadership for up to 30% of your time for selected topics while acting as a policy advisor for our Business Leaders. Key Responsibilities:

  • Monitor global political, economic, trade, and security developments with potential impact on healthcare systems, pharmaceutical regulation, supply chains, and market access to ensure business resilience.

  • Develop forward-looking geopolitical risk assessments and scenario analyses for senior leadership, providing strategic input for long-term planning, country prioritization, investment decisions, and business continuity frameworks.

  • Advise policy, group, government affairs, market access, and commercial teams on geopolitical implications for corporate strategy while coordinating cross-functional response planning for emerging geopolitical risks.

  • Inspire, initiate, and lead the development of global policy strategies that are sustainable, replicable, and scalable to support a business model that creates, delivers, and captures value for all its stakeholders.

  • Build and maintain relationships with external experts, think tanks, industry associations, and government stakeholders to strengthen intelligence, advocacy positions, and fostering a culture of innovation in policy analysis.

  • Support the development of policy positions related to global health security, supply chain resilience, international trade, and regulatory cooperation in partnership with legal and compliance teams to ensure alignment with regional requirements.

  • Contribute to the continuous development of industry-leading policy capabilities in the Policy Chapter, helping to build a strong global policy network and establishing a monitoring framework for policy efforts including a feedback loop.

Who You Are
  • You have 10+ years of experience in policy settings within the pharmaceutical, life science, or governmental sectors, and are skilled at advocating complex positions persuasively and diplomatically before diverse audiences.

  • You hold an advanced degree in international relations, political science, public policy, or economics, and possess significant experience in geopolitical analysis, government affairs, or risk consulting in a corporate or multilateral setting.

  • You have excellent knowledge of key policy systems and institutions in both developed and developing countries, backed by an established network and a proven track record of driving successful, sustainable policy change.

  • You bring strong, established relationships with key stakeholders and have demonstrated the ability to manage critical conversations and establish collaborative partnerships in a decentralized and networked organizational model.

  • You have demonstrated the ability to bring agile ways of working, empowered decision-making, and a creative mindset to life, possessing excellent strategic agility, strong judgment, and the ability to operate in fast-moving situations.
