What Makes You a Great Fit

We are seeking an experienced Global Benefits Strategy Manager to lead the design, strategy, and execution of Pebl’s global benefits programs across both international (iEOR) and U.S. markets.

This is a highly strategic and operational leadership role responsible for shaping our global benefits roadmap, optimizing our broker and vendor ecosystem, and ensuring scalable, compliant, and competitive benefit offerings. You will oversee a team responsible for global and U.S. benefits delivery while driving innovation, efficiency, and alignment with Pebl’s broader product and growth strategy.

This role requires a strong combination of global benefit experience, strategic thinking, commercial awareness, operational excellence, and technology enablement.

This role is remote, but candidates must be based in Lisbon, Portugal.

How You'll Make An Impact:

Global (iEOR) Benefits Strategy & Roadmap

  • Lead the development and execution of Pebl’s global benefits strategy across 150+ countries

  • Define and evolve a scalable global benefits roadmap, including standardization frameworks and localized offerings

  • Ensure benefits design supports market expansion, competitiveness, and client needs

 

Vendor & Broker Ecosystem Leadership

  • Own and optimize Pebl’s global broker and vendor ecosystem

  • Lead selection, negotiation, and performance management of partners

  • Establish governance frameworks (SLAs, scorecards, QBRs) to ensure consistency, quality, and cost efficiency

  • Oversee vendor relationships and ensure compliance with regulatory requirements

Implementation, Renewals & Operational Excellence

  • Oversee end-to-end implementation and renewal workflows globally and in the U.S.

  • Ensure consistent, scalable processes across enrollments, renewals, and administration

  • Drive standardization and continuous improvement across regions and teams

  • Drive competitiveness and cost optimization through plan design and cost-sharing strategies

 

Benefits Technology & Platform Enablement

  • Lead or support the implementation of benefits administration systems

  • Partner with Product and Engineering to enhance Pebl’s in-house platform

  • Improve integrations across HRIS, payroll, and vendor systems

  • Leverage automation and AI to reduce manual processes and improve scalability

 

Team Leadership & Development

  • Lead and develop a high-performing team responsible for global and U.S. benefits operations

  • Set clear priorities, KPIs, and accountability structures

  • Foster a culture of ownership, innovation, and continuous improvement

 

Financial & Strategic Impact

  • Support benefits P&L through cost management, vendor optimization, and design strategy

  • Use data and insights to drive decision-making and improve outcomes

  • Balance cost, compliance, and employee experience at scale

 

Let's Connect If You Have:

  • 10+ years of experience in global benefits strategy, ideally within EOR, HCM, brokerage, or multinational environments

  • Deep expertise in global and U.S. benefits design, compliance, and vendor management

  • Proven experience building and scaling benefits programs across multiple countries

  • Strong experience managing brokers, insurers, and complex vendor ecosystems

  • Experience leading benefits system implementations or working closely with Product/Tech teams

  • Demonstrated ability to lead and develop teams in a fast-paced, global environment
