GIS Manager
Summary
PGE is seeking a strategic GIS leader to drive the evolution of our geospatial capabilities. In this role, you'll provide strategic input and expertise to shape the vision and direction for the company's enterprise GIS, lead the transition to the ESRI Utility Network, and manage a high-performing technical team. You will enhance and expand PGE's geospatial analytic capabilities while maintaining and strengthening our geospatial data governance frameworks. Additionally, you'll champion geospatial education initiatives, raise awareness of GIS capabilities, and promote the adoption of geospatial solutions across business units. Working closely with IT and operational leaders, you'll optimize data, tools, and processes to ensure information integrity and value delivery across systems.

Key Responsibilities
- Geospatial Operations Management Manages a team of professional employees responsible for providing geospatial information expertise and solutions to the business; provides strategic and technical management for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose; ensures compliance with all relevant laws, regulations and policies.
- Strategy and Planning Provides strategic input and expertise to shape PGE's enterprise GIS vision and align geospatial capabilities with company goals; Develops and implements Geospatial Operations team strategies and business plans; Creates/supports technology roadmaps to guide GIS implementation and adoption across the organization; Promotes continuous learning and evolution of geospatial information function, including integration of industry best practices and new ways to integrate and leverage systems and programs.
- Internal Collaboration & Stakeholder Management Develops and maintains relationships with IT and business leaders; Builds partnerships across departments to ensure geospatial solutions meet business needs and provide measurable value; Collaborates to prioritize strategic system goals to optimize geospatial information system and ensures integration with other operational systems; Works with IT to evaluate, prioritize and implement system upgrades and changes.
- Project & Vendor Management Oversees all contracted work with support from the GIS Supervisor - Data Management, including vendor selection, establishing metrics and service-level agreements, monitoring vendor performance and working with vendors to resolve issues; Delegates appropriate components of operational- and technical-related initiatives and special projects to the GIS Supervisor - Data Management while maintaining oversight; Assigns subject matter experts to cross-functional projects; Oversees development and implementation of initiatives to improve operating performance or to optimize use of geospatial information system, leveraging the GIS Supervisor - Data Management for execution support; Serves as a technical and subject matter expert liaison as appropriate.
- Financial Management Monitors and manages expenditures, ensuring that all financial targets are met and examines any areas where budgets/expenditures vary from plan; Assists with the definition and operation of effective financial controls and decision making.
- Team Leadership & Development Creates and monitors performance metrics to measure team effectiveness; Oversees resourcing decisions and planning for team; Partners with HR in the definition of jobs, recruitment, evaluation and selection processes; Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; Provides guidance in the creation of development plans; Develops plans to support employee growth and engagement; Monitors ongoing progress and provides coaching and mentoring and provides feedback; Completes annual performance management reviews.
Education / Experience / Certifications
- Education: Requires a bachelor’s degree in geography, computer science, engineering, business, or other related field or equivalent experience.
- Experience: Prefer eight or more years in geographical information systems, including at least two years in informal or formal leadership, or equivalent level of related technical experience.
- Experience with ESRI software preferred
- Utility experience preferred.

Compensation Range:
$119,840.00 - $222,560.00Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
