Description of Work

You must apply by 11:59 PM prior to the posted closing date.This Position will provide technical oversight, leadership, direction, policy development and application customization through scripting/application prototyping in the areas of date, technology, and geospatial service for Division 10. This position will be responsible for developing, designing, and supporting NCDOT data development and customizing Esri ArcGIS and Microsoft Platform tools to support data maintenance. This position will work with the Division 10 leadership, field units and the central analytics unit to gather application and technology project requirements that support the entire division. This position will work with Division staff in developing, designing, and supporting NCDOT Data development and customizing Esri ArcGIS and Microsoft Platform tools to support data maintenance. This position is a liaison with all Division 10 work units and statewide staff to support the mission of NCDOT and Division 10. This position will be tasked with training other Division staff in the use of GIS equipment for use in the field to gather data. This position will assist other units in developing maps and other products from the GIS data available either gather by this person, field units or provided already by Central Office online. This position will configure and manage ArcGIS Pro desktop tools and extensions, leveraging the broader Esri platform — including ArcGIS Online, Experience Builder, Instant Apps, and mobile field tools (Survey123 and Field Maps) — to design and deliver well-governed workflows that produce high-quality, reliable GIS data products. Perform other duties as required. Selected candidate must be able to legally operate a motor vehicle.
Knowledge Skills and Abilities/Management Preferences
Salary Grade: NC19: Salary Range: $67,122 - $117,465
Management prefers applicants with the following:
Experience in the GIS analysis process including use of products including ArcGIS Survey 123, ArcGIS Field Maps, ArcGIS Pro Desktop, ArcGIS Experience Builder and ArcGIS Instant Apps
Experience in the study of emerging standards, technologies, etc. and recommending changes (if any) GIS should make
Working knowledge of Data Management as it relates to Asset Management and Geospatial applications
Proficiency in Microsoft 365 tools — including Excel, Power BI, and Power Automate — alongside ArcGIS to manipulate, analyze, and present spatial and tabular data, and to automate routine workflows across platforms
Experience in Python scripting within the ArcGIS Pro environment (ArcPy)

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.

Skills Required
