This role is responsible for the strategy, buildout, program management, and operational oversight of the ESRI ArcGIS-based Common Operating Picture (COP) and associated geospatial dashboards that support command-and-control functions within the Enterprise Security and Intelligence Operations Center (ESIOC).
The manager oversees GEOINT analysts, establishes standards and workflows, integrates geospatial analysis with broader intelligence functions, and builds a scalable Corporate Security GIS program that enhances situational awareness, incident response, executive decision support, and crisis operations across the enterprise.
Primary Responsibilities:
  • Lead GEOINT team operations, including staffing, performance management, analyst development, and capability maturation
  • Define GEOINT strategy, standards, and integration with ERI intelligence frameworks, including Priority Intelligence Requirements (PIRs) and related collection requirements
  • Lead the design, implementation, enhancement, and lifecycle management of an ESRI ArcGIS-based Common Operating Picture (COP) serving as the central operational view for ESIOC command-and-control activities
  • Architect, configure, and maintain ArcGIS web maps, dashboards, and related applications that integrate security, intelligence, travel, facilities, asset, and external risk data into a unified operational picture
  • Develop operational, tactical, strategic, and executive geospatial dashboards tailored to ESIOC operators, physical security leaders, executive protection teams, event security stakeholders, and senior leadership
  • Oversee collection, integration, and analysis of geospatial data from imagery, GIS, OSINT, remote sensing, and other internal and external sources
  • Direct production of geospatial intelligence products, including maps, route analysis, threat assessments, event footprint products, risk visualizations, and location-based decision support
  • Establish standards for COP layers, geospatial data models, symbology, metadata, and workflows to ensure clarity, consistency, and rapid operational interpretation
  • Integrate GEOINT into ESIOC operations, incident response, executive protection, event planning, travel risk support, and enterprise risk assessments
  • Maintain geospatial databases and ensure data integrity, accessibility, security, and governance across Corporate Security use cases
  • Partner with ESRI, enterprise technology teams, and internal stakeholders to implement and optimize ArcGIS capabilities in alignment with cybersecurity, architecture, data governance, and operational requirements
  • Establish governance and quality control standards for GEOINT outputs and COP data, including access controls, data stewardship, and operational readiness
  • Drive automation and process improvements using Python, SQL, APIs, and GIS workflows to improve speed, scalability, and decision support
  • Deliver executive briefings, recommendations, and visual products on geospatial risks, operational impacts, and emerging trends
  • Manage GEOINT vendors, GIS platforms, capability investments, and program roadmaps supporting long-term Corporate Security objectives
  • Support crisis response and business continuity activities with time-sensitive geospatial analysis and COP-based situational awareness
  • Build and scale the broader Corporate Security GIS program as additional GIS/GEOINT analysts are added to the ESIOC
