Job Description

Role Overview

The GEBS Proposal Lead is responsible for ensuring seamless coordination between the Regional Proposal Team and the GEBS Engineering Delivery Team to develop accurate, aligned, and executable engineering proposals. This role creates the single point of accountability for scope clarity, estimation validation, forecasting, and use of standardized tools, ensuring proposals are both competitive and executable within approved budgets.

2. Key Responsibilities

Scope Alignment & Control

  • Lead Sub‑Regional/GEBS Scope Agreement process for every assigned proposal.
  • Provide formal sign‑off on scope and estimations, establishing the baseline for project execution if the order is won.
  • Ensure complete scope clarity between Region and GEBS teams to avoid misunderstandings, missing elements, or rework.

Estimation & Proposal Governance

  • Review and validate GEBS Engineering Delivery Team’s estimation, checking for completeness, effort logic, and alignment with customer requirements.
  • Ensure both teams use the same approved estimation tools, templates, and calculation methods for consistency.
  • Prevent duplicate scoping or estimation, ensuring no task is estimated twice across teams.
  • Act as a technical auditor for high value proposals.

GEBS Forecasting & Workload Management

  • Provide timely and accurate forecasting of upcoming proposals to GEBS Engineering, including win probability, estimated workload, technical complexity, and expected delivery timelines.
  • Maintain a rolling forecast, improving visibility and resource readiness within GEBS.

Cross‑Functional Collaboration

  • Act as the primary bridge between Proposal, GEBS‑Proposal, and GEBS‑Engineering teams to ensure timely information exchange.
  • Facilitate clarification meetings, scope reviews, and early‑risk identification discussions.
  • Escalate conflicts or misalignments early and drive resolution.

Process Compliance & Continuous Improvement

  • Ensure adherence to global proposal standards, workflows, and governance models.
  • Identify recurring issues in scope communication or estimation accuracy and propose corrective actions.
  • Maintain organized documentation for scope agreements, estimation validations, and forecasting logs.

3. Qualifications & Experience

Education

  • Bachelor’s degree in engineering (Electrical/Electronics/Instrumentation or related).

Experience

  • 10 years and above experience in Proposal Engineering, Cost Estimation, Project Engineering, or Technical Coordination roles.
  • Experience working with global engineering support teams (GEBS or similar shared services model) preferred.
  • Strong understanding of engineering estimation and project scoping practices.

4. Skills & Competencies

Technical Skills

  • Strong understanding of engineering estimation methodologies.
  • Familiarity with automation, controls, or process systems engineering.
  • Proficiency in MS Office and engineering estimation tools.

Soft Skills

  • Excellent communication and stakeholder management.
  • High level of attention to detail and analytical ability.
  • Strong coordination and follow‑through skills.
  • Ability to work across global teams and different time zones.
  • Ability to influence without direct authority.

5. Key Performance Indicators (KPIs)

  • Improve estimation variance between proposal and execution.
  • Number of duplicate scoping issues identified/prevented.
  • Accuracy and timeliness of GEBS forecasting.
  • Audit of high value proposal and provide improvement plugins to Proposal Team
  • Quality and speed of scope alignment across teams.
  • Stakeholder satisfaction (Region + GEBS).

6. Working Conditions

  • Global collaboration may require flexible working hours.
  • Open to travel for coordination workshops or alignment meetings.
  • Could be short term or Permanent stationed at satellite location.

Rockwell Automation’s hybrid policy aligns that employees are expected to work at a Rockwell location at least Mondays, Tuesdays, and Thursdays unless they have a business obligation out of the office.
