Role Specific Duties/Role Responsibilities:
- Develop and maintain API gateway configurations, policies, routes, services, consumer/application definitions, access controls, certificates, logging, telemetry, and deployment artifacts.
- Build reusable API onboarding and lifecycle components using configuration-as-code, templates, scripts, workflow definitions, and approved automation patterns.
- Support developer portal/API catalog capabilities, including API documentation, access request workflows, API specifications, onboarding guidance, and integration with identity/access processes.
- Support achievement of EAG automation outcomes, including minimum 75 percent reduction in manual onboarding steps, minimum 90 percent automated onboarding success rate without manual rework, and 100 percent Zero Trust compliance for newly onboarded or migrated APIs prior to production deployment.
- Implement and validate API lifecycle standards for naming, versioning, schemas, error handling, security, authentication, authorization, telemetry, and documentation.
- Support functional, connectivity, regression, security, observability, and operational-readiness validation as part of assigned deliverables.
- Document configurations, implementation steps, validation evidence, defects, retest outcomes, runbooks, and knowledge-transfer materials.
- Work within Government-approved CI/CD environments without owning or administering enterprise CI/CD platforms.
Required Qualifications:
- 4+ years of API, integration, middleware, application platform, backend engineering, or related experience.
- 2+ years of hands-on experience with API gateway or API management platforms.
- Experience with REST APIs, OpenAPI/Swagger, JSON/XML, HTTP/S, TLS, API versioning, and API documentation.
- Experience implementing API security controls such as OAuth2/OIDC, JWT, SAML, mTLS, API keys, RBAC, token validation, scopes/claims, and certificate-based patterns.
- Experience with scripting or automation using Python, Bash, JavaScript/Node.js, Java, Groovy, YAML, JSON, Terraform, Helm, or comparable technologies.
- Experience with Git-based workflows and configuration-as-code practices.
- Ability to produce technical documentation, validation evidence, and operational handoff materials.
Preferred Qualifications:
- Active IRS MBI or recent IRS suitability
- Experience with IBM webMethods API Gateway, Kong, Apigee, MuleSoft, Azure API Management, AWS API Gateway, IBM API Connect, WSO2, 3scale, or comparable products.
- Experience developing developer portals, API catalogs, self-service onboarding workflows, reusable API templates, or API governance automation.
- Developer portal platforms such as Backstage, Stoplight, Kong Dev Portal, Apigee Developer Portal, or comparable tools.
- Section 508 / WCAG 2.1 accessibility awareness for developer portal delivery.
FedRAMP, FISMA, NIST SP 800-53, IRS IRM 10.8, IRS Publication 4812, or comparable federal security-control experience.
Experience with OpenShift/Kubernetes, containers, GitOps, CI/CD pipeline integration, AppDynamics, ELK/Splunk, OpenTelemetry, or API observability. - Experience supporting API migrations, dual-run operations, rollback validation, or platform modernization.
