Under general direction, performs gas well site inspections for the purpose of issuing gas well and drilling
production permits, performs other technical gas well inspections to ensure compliance with gas well ordinances,
regulations and city zoning codes during the productive life of gas wells.
ESSENTIAL JOB FUNCTIONS:
1. Inspect gas well sites and access routes for compliance with the gas well ordinance, approved zoning, and submitted application and determine when to issue notices and citations for non-compliance.
2. Perform random inspections of gas well pad sites for continued compliance with the gas well ordinance during the drilling, completion, production, and plugging stages of each gas well and determine when to issue notices
and citations for non-compliance.
OTHER JOB FUNCTIONS:
3. Document actions, maintain files and testify in court.
4. Coordinate and function as liaison between operators and other city departments for proper use of construction materials or compliance with applicable codes and ordinances.
5. Confer with operator, contractors, and the general public in the field and office; explain and interpret the gas well ordinance requirements and restrictions.
6. Respond on a 24 hour basis to complaints concerning violations of the gas well ordinance or to critical incidents involving environmental spills, leaks, or other issues concerning public health and safety.
7. Track inspections in the Department’s permit tracking system.
8. Review and ensure accuracy of completed gas well and gas compressor applications; coordinate with gas well operators concerning various aspects of the application process.
9. Prepare various documents, maps, and research data for City Council members, City staff and participate in City Council, Planning and Zoning Commission, and monthly neighborhood/informational meetings.
10. Perform related duties and responsibilities as required.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Knowledge of Horizontal drilling.
Knowledge of on-site production equipment and petroleum engineering field methods.
Knowledge of City Gas Well and Zoning Ordinances, rules and regulations.
Knowledge of accepted petroleum industry safety standards and practices.
Knowledge of how to use office equipment including computers, word processors and spreadsheet applications.
Knowledge of pertinent Federal, State and Local Laws, Codes and regulations.
Knowledge of new trends and innovations in the field o gas well operations.
Ability to work in an office and/or field environment.
Ability to operate a motor vehicle.
Ability to work at heights on tanks and ladders; work on uneven surfaces.
Ability to potentially be exposed to noise, dust and inclement weather conditions.
Ability to inspect potentially hazardous situations.
Ability to work around heavy construction and drilling equipment.
Ability to operate sound meters, cameras, and other testing equipment during field inspections and operations.
Ability to operate a variety of office equipment including, but not limited to multi-channel radio, PC, keyboard along with various software, telephone, facsimile, copier, shredder, printer, and calculator.
Qualifying Education and Experience:
Bachelor’s degree in Petroleum Engineering, Geology, Physical or Earth Sciences, or a related discipline plus two years of increasingly responsible experience in gas well exploration, drilling, and production.
Pre-employment screening includes background, Motor Vehicle and Drug/Alcohol.
