Position Summary
The Gas Compliance Coordinator supports regulatory compliance and reporting for CoServ Gas by maintaining accurate records, preparing required filings, coordinating damage recovery efforts, and ensuring alignment with state and federal requirements. This role plays a critical part in audit readiness, data accuracy, and supporting safe and compliant gas system operations.
Primary Position Responsibilities
- Submit Damage Reporting Forms accurately and within required regulatory timeframes.
- Reconcile and track the Rail Road Commission of Texas (RRC) penalties, payments, and related invoicing.
- Maintain records aligned with 49 CFR Part 192 to support audit readiness and regulatory defensibility.
- Assist with regulatory audits, plans, and procedures.
- Track and document gas system damages and supporting data.
- Prepare evidence packages for revenue recovery.
- Validate invoices, labor, and materials associated with damages.
- Calculate gas loss and provide reporting to Accounting.
- Track non-recoverable damages and unknown-party incidents.
- Maintain accurate, accessible compliance and damage records.
- Ensure data integrity across Work Management Systems and other reporting systems, identifying and resolving discrepancies as needed.
- Support system improvements and user acceptance testing.
- Support Public Awareness and damage prevention programs.
- Manage K-12 compliance program per RRC requirements.
- Participate in 811 education and industry groups.
- Coordinate with Engineering, GIS, contractors, and internal teams.
- Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines, including reporting suspected information security incidents to Tech Support.
Secondary Position Responsibilities
- Receives training as directed by the management team.
- Attends regularly scheduled Safety Meetings.
- Attends CoServ University required training.
- Performs other duties and activities as directed.
Position Requirements
Education, Experience, and Certifications Required
- High School Diploma or G.E.D. equivalency.
- 1–3 years of administrative or compliance support experience.
Education, Experience, and Certifications Preferred
- 2–4 years of experience in gas utility operations, compliance, or damage prevention
- Basic knowledge of PHMSA Part 191 and 192 regulations.
- Basic knowledge of Texas Administrative Code Title 16 Ch 7, 8, and 18.
Skills and Abilities Required
- Ability to assume responsibility under minimal supervision, exercise initiative, and judgment.
- Ability to prioritize and manage multiple tasks.
- Ability to handle confidential information in an appropriate manner.
- Ability to use basic office equipment.
- Basic math skills: addition, subtraction, and percentages.
- Ability to communicate effectively with other departments, contractors, and customers.
- Basic computer skills and thorough knowledge of MS Word, Outlook, Excel, as well as web-based platforms.
Skills and Abilities Preferred
- Experience with work management or ticket systems.
- Understanding of 811 ticket lifecycle/damage investigation.
- Basic data analysis or reporting skills (pivot tables, etc.)
Physical Requirements
- Ability to sit for long periods of time.
- Requires frequent sitting, standing, walking, bending, and reaching.
- Uses a computer for extensive periods of time.
- Ability to lift a minimum of 25 pounds.
- Drive company vehicles as needed.
- Works extended hours as needed or directed.
