Overall Summary:

Under the supervision of the Development Director, the Fund Development Manager has two major responsibilities: 1) design and oversee the organization's grant development and administration process and 2) support the organization's key planning and implementation activities. The Fund Development Manager will utilize one's extensive knowledge and understanding of BACH's programs, project management, and program management methods to lead health center grant administration activities to ensure timely and accurate development and submission of grant reports and compliance with funder guidelines. The Fund Development Manager works closely with program staff, finance staff, planning and development staff, and senior leaders to manage $8M+ grants portfolio, ensure organizational effectiveness and compliance, help set relevant policies and provide technical assistance as required. As the Fund Development Manager is a key connector for the finance, planning and development, and program staff, the Fund Development Manager must possess the interdisciplinary and communication skills as well as the ability to see and understand all points of view.


Essential Responsibilities:

Under the general direction of the Development Director the Fund Development Manager performs a variety of complex, professional, analytical, and confidential development services.  Duties include:


Program Planning, Development, and Implementation (35%)

  • Works with the Development Director to identify health center priorities and develop action plans to identify funding needs, gather appropriate data, and assemble project teams.
  • Utilizes specialized knowledge and understanding of programs, as assigned, to enhance program and service development growth opportunities through funding.
  • Works with internal and external stakeholders to design programs and budgets by collecting and analyzing data to determine community needs and program expansion opportunities.
  • Track current health care trends and other relevant statistics required for planning activities.
  • Works with Development Director to develop project worksheets for new projects and
  • implementation action plans for all new program funding received.
  • Implement systematic check-ins with new program staff to ensure compliance with funder guidelines.

 

Grants Development and Administration (65%)          

  • Oversees and communicates health center program planning priorities to the Development Grants team members.
  • Works with Development Director to develop, implement, and monitor grants administration policies and procedures.
  • Lead, maintain and oversee the development and implementation of electronic grants administration system to ensure timely entry and management of grant awards and reporting.
  • Maintains a thorough understanding of all grant and program contracts acquired by BACH
  • Tracks key Health Center Program requirements and deadlines on file HRSA Electronic Handbook and works with the Chief Executive Officer to develop and track action plans as they pertain to Notice of Awards.
  • Oversees grant/contract negotiation and acceptance process and assures compliance with grant/contract reporting.
  • Routinely monitors grant contract deliverables, communicate and document issues to the attention of the Development Director.
  • Reviews and approves grant proposal packets prior to submission to Development Director and additional leadership team as applicable for final review and approval.
  • Writes monthly status/progress reports for Executive Management Team as assigned.
  • Prepares, in collaboration with grant project/program staff, contract budget modifications.
  • Works with Controller and Grant Accountants to monitor contract spend-downs and propose necessary allocation changes.
  • Utilizes available research tools to identify current and prospective government, foundation, and corporate grant funding opportunities, makes recommendations regarding potential funders for BACH.
  • Maintains a comprehensive inventory of renewable and new funding opportunities in line with the Planning and Development/Grants plan.
  • Interviews, trains and supervises Planning volunteers and interns.

 

Secondary Responsibilities:

  • Leads, attends, and participates in appropriate BACH meetings.
  • Attends workshops, trainings, and meeting as needed, and as   requested.
  • Assists Development Department with fund development activities as needed.
  • Interviews, trains and supervises Grant Writer and interns.
  • Works flexible schedule as necessary.
  • Performs other duties as assigned by Development Director
Qualifications

Qualifications:

Required Education, Experience, Training:
  • Bachelor’s degree or equivalent work related experience
  • 4+ years of direct grant development experience planning, coordinating and managing grant-funded program(s) in a non-profit organization.
  • Grant writing experience, including federal and county grants.
  • Experience with budget development, management, and reporting.
  • High proficiency in MS Office Products and proven exceptional grant writing skills.

 

Preferred Education, Experience, Training:
  • Understanding of Policy Information Notice 98-23: Health Center Program Expectations.
  • Multi-lingual/multi-cultural a plus
  • Volunteer/intern supervision or other related experience.

 

Work Conditions:

Travel locally to visit other sites, may require a day or overnight trip to attend events; workload may be demanding at times; require professionalism and confidentiality.


Physical Demands:

This position requires:

  • Sitting, walking, and standing associated with a normal medical, clinical and administrative office environment, with some bending, reaching, stretching, and lifting up to 25 pounds.
  • Manual dexterity for tasks involving standard office equipment and computer keyboard, including repetitive movements, such as typing.
  • Traveling to work sites, including some exposure to outside elements.
  • Exposure to potentially dangerous materials and situations, requiring adherence to extensive safety precautions and possibly the use of protective equipment.

Supervisor:

Managerial personnel (supervisors, managers, directors, executive management) who are exempt or non-exempt and who are responsible for use of independent judgment to make personnel decisions or to recommend personnel decisions. Personnel decisions include, but are not limited to: hiring, promoting, transferring, evaluating, rewarding and terminating employees.
