POSITION SUMMARY

The FMS Program Manager leads the daily operations of the FMS department supporting individuals utilizing community-based Social Recreation and Camp programs. This role is responsible for supervising assigned staff, overseeing department workflows, ensuring timely and accurate authorization and payment processing, maintaining compliance with state and Regional Center requirements, and driving high-quality customer service. The position also provides leadership in staff development, process improvement, audit readiness, and operational performance.

QUALIFICATIONS

  1. 5+ years of experience in program administration, financial management, or related operations, with at least 2 years in a supervisory or management role.
  2. Demonstrated ability to lead, coach, and develop staff while managing team performance and accountability.
  3. Strong customer service, interpersonal, and communication skills with the ability to manage sensitive issues professionally.
  4. Proficiency in data entry, financial tracking, reporting, and computer systems, including Excel and payroll or accounting software.
  5. Ability to interpret policies, financial guidelines, and program rules and translate them into effective team practices.
  6. Experience managing workflows, priorities, deadlines, and quality standards in a fast-paced environment.
  7. High level of accuracy, attention to detail, and commitment to compliance.
  8. Experience working with a California Regional Center, FMS provider, IHSS, or disability-related programs preferred.
  9. Knowledge of DDS regulations and the FMS Program preferred.
  10. Experience with payroll systems, vendor payment platforms, budgeting tools, and operational reporting preferred.
  11. Bilingual in Spanish preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Lead the day-to-day operations of the FMS department, ensuring efficient workflows, timely service delivery, and compliance with all applicable requirements.
  2. Supervise, train, coach, and support assigned team members, including setting expectations, monitoring performance, and addressing performance concerns.
  3. Manage staffing coverage, workflow assignments, and departmental priorities to ensure service standards and deadlines are consistently met.
  4. Serve as the primary escalation point for complex participant, family, vendor, and Regional Center issues, and resolve concerns in a timely and professional manner.
  5. Oversee participant enrollment, orientation to FMS services, and ongoing support to ensure a high-quality customer experience.
  6. Establish, review, and monitor individualized authorizations, utilization, and spending in accordance with Regional Center approvals and Person-Centered Plans.
  7. Oversee the processing of invoices, reimbursements, and vendor payments to ensure accuracy, completeness, compliance, and timely turnaround.
  8. Monitor departmental metrics, workload trends, budget activity, and quality indicators, and implement corrective action or process improvements as needed.
  9. Ensure FMS processes comply with DDS and Regional Center requirements and maintain audit-ready documentation and records.
  10. Develop, implement, and maintain departmental procedures, training materials, and internal controls to support consistency and compliance.
  11. Collaborate regularly with Service Coordinators, Regional Center Administrators, vendors, and internal departments to support program operations and issue resolution.
  12. Support audits, quality reviews, documentation requests, and implementation of policy, system, or program changes.
  13. Prepare reports, provide operational updates to leadership, and identify opportunities to improve service, efficiency, and compliance.
  14. Perform other duties as assigned.

PHYSICAL REQUIREMENTS:

  • Stand, sit, talk, hear, reach, stoop, kneel and use of hands and fingers to operate computer, telephone, and keyboard on a frequent basis (up to 75% of the time).
  • Close vision requirements due to computer work.
  • Light to moderate lifting may be required (up to 25lbs).

Skills Required
