Position Overview

The FMS Case Manager Specialist manages Foreign Military Sales (FMS) cases supporting EW systems and partner nations. The role supports approximately 50 active FMS cases under ARAT, including case finance management, Pricing and Availability development, GFEBS interaction, funding requests, and equipment shipping and receiving coordination.

Key ResponsibilitiesFMS Case Management
  • Manage FMS cases, including creating Pricing and Availability (P&A) requests.
  • Manage case finances and develop funding requests.
  • Develop information papers and case status reports.
Equipment Coordination
  • Coordinate equipment shipping and receiving across partner nations.
Customer and Partner Support
  • Provide FMS customer functional assistance to external organizations, including executive-level briefings.
  • Interact with FMS partner nations on behalf of the Government.
QualificationsEducation
  • Bachelor's degree in Business or a professional discipline, or an equivalent combination of education and experience with four additional years. [Required]
Experience
  • Five years of experience interacting with FMS partner nations. [Required]
  • Demonstrated capability managing FMS cases, including P&A creation, case finances, GFEBS, and funding request development. [Required]
Skills
  • Strong written and verbal communication skills. [Required]
  • Familiarity with Defense Security Cooperation Agency (DSCA) strategy, policy, and regulations. [Required]
  • Knowledge of GFEBS (General Fund Enterprise Business System). [Required]
Certifications
  • Required to obtain SCW (Security Cooperation Workforce) Level 1 certification. [Required]
Clearance
  • Active Secret security clearance. [Required]
Other Requirements
  • Must live within 50 miles of Aberdeen Proving Ground, Maryland, for occasional onsite meetings. [Required]
Preferred QualificationsCertifications
  • SCW Level 1 certification already in hand.
Experience
  • Prior FMS experience with EW or Army aviation systems.
  • Experience supporting cases with key partner nations, including NATO allies and Pacific allies.

Skills Required

  • Bachelor’s degree in Business or a professional discipline, or equivalent education and experience with four additional years
  • Five years of experience interacting with Foreign Military Sales partner nations
  • Experience managing FMS cases, including Pricing and Availability creation, case finances, GFEBS, and funding request development
  • Strong written and verbal communication skills
