GENERAL STATEMENT OF DUTIES:

To perform advanced professional accounting work; to assist in the maintenance of the federal and state governmental accounting systems. 

SUPERVISION RECEIVED:

Works under the general supervision of a superior from whom general directions are received; work is reviewed through periodic checks of accounts and records.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

To maintain control accounts for the financial transaction of several funds; prepare financial statements and related reports; review the work of employees engaged in the maintenance of the Master Cooperative Agreements between the State and the Rhode Island National Guard and all supporting records; prepare forms and route reports necessary to the operations of such funds; analyze budgetary relationships and develops recommendations for budgetary actions on base programs, activities and functions.

To provide budgetary assistance in the formulation and preparation of the annual budget requests for both state and federal budget, and coordinate with program directors in the development of quarterly and annual budget estimates.

To prepare and manage the operations and maintenance budget, including the preparation of purchase orders, travel, monthly reimbursements, and quarterly reconciliations, and tracking available funds.

To ensure that quarterly allotments are adequate to meet projected obligations. To assist in the maintenance of the general ledger for all funds of the state; assisting in the preparation of periodic financial statements and associated schedules; pre-audit receipts and other related financial data.

To maintain control of the financial accounting systems, including the state's grant reporting portal, to assure complete agreement of records not limited to disbursements, receipts, outstanding orders and balances, and prepares tracking & reconciliation reports for outstanding payments.

To examine and verify requisitions, purchase orders, invoices, travel statements, payrolls, transmittal sheets, check registers and checks.

To maintain files of requisitions, purchase orders, utility orders and other related records, and working files of purchase orders, salaries for federally reimbursed state employees, requests for operation & maintenance, and major/minor construction project files. 

To reconcile agency records with those of the Division of Accounts and Control and the Federal Comptroller to ensure complete agreement of records relating to disbursements, receipts, purchase orders, grants, and balances, and to respond to all federal and state audit requests.

To approve, recommend changes, and request more information or decline project/purchase requests and travel reimbursements based on state and federal guidelines and regulations.

To reconcile Standard Form 270 (Request for Advance or Reimbursement) monthly to ensure payments have been received, accurate and enters Standard Form 270 payment number and voucher number on internal purchase order tracking spreadsheet.

To assist with federal and state audits to ensure timely responses.

To do related work as required.

KNOWLEDGE SKILLS AND CAPABILITIES:

A thorough knowledge of the principles and practices of auditing and accounting; a working knowledge of the principles of state and federal government finance; knowledge of the methods of data collection; the ability to analyze and interpret accounting systems and procedures; knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology. Ability to collect, evaluate and analyze data relating to administrative functions such as accounting, personnel, purchasing or report writing; the ability to analyze and prepare financial statements; the ability to plan, organize, and coordinate work assignments; a working knowledge of standard office methods and procedures; the ability to perform accounting functions using multiple computer based programs; Ability to utilize problem solving techniques and to work independently; Ability to communicate effectively as well as establish and maintain effective working relationships with others; Ability to develop and recommend budgetary revisions; and related capacities and abilities. Proficient in Microsoft Access and Excel.

EDUCATION AND EXPERIENCE:

Education – Such may have been gained through graduation from a business school or college of recognized standing with specialization in accounting or business administration; and

Experience – Such as may have been gained through nine or more years of employment in a public agency or private industry involving responsibility for the performance of detailed accounting/bookkeeping work in complex accounting systems. Experience within a military environment highly preferred.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. 

Additional Requirements: The candidate selected for this position is subject to BCI and NAC background investigation for security purposes. Must have the ability to obtain and maintain a security clearance as required. Candidate must also maintain a valid driver’s license throughout duration of employment

Skills Required

  • Graduation from a recognized business school or college with specialization in accounting or business administration, or substantially equivalent education and experience
  • Nine or more years of detailed accounting or bookkeeping experience in complex accounting systems, or substantially equivalent education and experience
  • Proficiency in Microsoft Access and Microsoft Excel
  • Ability to obtain and maintain a security clearance as required
  • Valid driver's license maintained throughout employment
  • Experience within a military environment
