Position Description:
Full-time position reporting to a manager. Performing varied tasks and responsible for monitoring, reviewing, and processing PA state subsidy childcare payments.
Who You Are:
We are searching for a Fiscal Lead to join our team. The Fiscal Lead will work side by side with the Early Learning Recourse Center's (ELRC) Fiscal Team. The Fiscal lead would ideally have knowledge about childcare subsidies and have previous experience using Pelican software.
Purpose:
The purpose of this position is to provide help assist and support the ELRC Fiscal Team with all of their fiscal needs and making sure they are hitting all deadlines.
Duties and Responsibilities:
- Manage fiscal loads and deadlines for ELRC Fiscal Team.
- Review childcare subsidy invoice attendance sheets for accuracy and completeness
- Ensure invoices are in compliance with PA state policies and regulations. Correct invoices as needed.
- Compliance review of past invoices for accuracy.
- Communicate with other internal departments regarding regulations, policies, and invoice discrepancies.
- Process payments to childcare providers, including stuffing and mailing of payment summaries with checks. Release e-correspondence for childcare providers receiving electronic payment summaries.
- Monitor payment adjustments and research updates for accuracy. Communicate with internal departments to correct invalid adjustments if needed.
- Data entry into PA state software upon completion of payment.
- Delete overdue invoices past 60 days.
- Serve as Fiscal Liaison to the ELRC Tier 1 Help Desk staff.
- Research and respond to childcare provider payment inquiries.
- Assist with pulling documents for internal audits.
- Attend monthly staff meetings and all scheduled trainings/appointments.

- Experience with Pelican software
- Experience with Microsoft Outlook
- Ability to adapt to learn new software products
- Ability to be attentive to detail
- Ability to work independently and use good time management to handle a variety of duties
- Demonstrates organizational skills and meets all deadlines with all paperwork
- Communication skills and ability to work within a team
Essential Requirements:
- ACT 33 & 34 Clearances
- FBI background clearance
- Mandated reporter training
- Ability to report in the office, Access to daily transportation
- Computer skills
- Knowledge of Microsoft Office

- Extensive Pelican knowledge
Compensation and Benefits:
- Starting at $43,000. Negotiable based on experience.
