Valley Mountain Regional Center is excited to offer an outstanding opportunity for an experienced and analytical financial professional to join our team as Financial Analyst.

In this role, you will support VMRC’s mission to support people with developmental disabilities as they enrich their lives through choices and inclusion. The Financial Analyst will perform professional financial analysis, reporting, auditing, and compliance activities in support of the Regional Center’s fiscal operations. This position will analyze financial and statistical information, prepare operational and financial reports, monitor receivables and other fiscal activity, and provide recommendations to support financial controls, operational effectiveness, and informed decision-making.

What You Will Do:

Perform Financial Analysis & Reporting
Analyze financial and statistical information and provide recommendations to improve operations, financial controls, and decision-making.
• Prepare operational, financial, Purchase of Service (POS), and other specialized reports.
• Prepare financial analyses and reports, including information supporting labor and union negotiations.
• Track ICF SPA payments and receivables, identify outstanding payments, and report them to the Department of Developmental Services (DDS).

Support Audits & Compliance
Conduct and assist with vendor audits and support annual independent and biannual DDS audits.
• Review vendor records and transactions to ensure compliance with applicable regulations, contracts, and Regional Center requirements.
• Identify financial, operational, and compliance issues and recommend corrective actions or process improvements.
• Maintain knowledge of federal and California laws, regulations, and DDS guidelines related to Regional Center fiscal operations.

Strengthen Financial Processes & Systems
Develop, update, and document financial policies, procedures, standards, and performance measures.
• Help maintain and ensure the accuracy and reliability of financial and operational databases and reports.
• Assist with financial systems, reporting tools, and technology projects that support organizational goals.
• Support improvements to financial controls, reporting processes, and operational effectiveness.

Maintain Accuracy, Confidentiality & Integrity
Maintain strict confidentiality when handling consumer, employee, vendor, financial, and other sensitive information.
• Follow all organizational policies and procedures while maintaining a high level of accuracy, professionalism, and integrity.
• Work effectively with others and support the financial record-keeping needs of the organization.


Key Responsibilities:
Analyze financial and statistical information and provide recommendations to leadership.
• Prepare operational, financial, POS, and other fiscal reports.
• Monitor ICF SPA payments, receivables, and outstanding payments.
• Support vendor, independent, and DDS audits.
• Review financial transactions and vendor records for compliance.
• Identify financial, operational, and compliance issues and recommend improvements.
• Develop and maintain financial policies, procedures, standards, and performance measures.
• Help maintain accurate financial databases, reporting systems, and operational records.
• Assist with financial technology and reporting projects.
• Perform other related duties as assigned.

Qualifications

Qualifications:
Bachelor’s degree from an accredited college or university in Finance, Accounting, Business Administration, Economics, Public Administration, or a closely related field required.
• Three (3) years of progressively responsible experience in financial analysis, accounting, budgeting, auditing, financial reporting, or a closely related field.
• Experience analyzing financial data, preparing reports, identifying discrepancies or trends, and making recommendations based on financial information.
• Experience with auditing, compliance, financial controls, or regulatory reporting is highly desirable.
• Experience in a healthcare, nonprofit, government, or regulated environment is desirable, particularly experience with California Department of Developmental Services (DDS) requirements.
• Candidates who are licensed California CPAs will be given preference.
• Ability to work effectively with others and knowledge of office methods, procedures, and equipment related to financial record keeping.
• Excellent oral and written communication skills are required.
• Education may be substituted for experience on a year-for-year basis, if applicable

Skills Required
