Western Door Federal is seeking a Financial Analyst (Policy and Guidance) to support our Government contract at Joint Base San Antonio, TX.

This is a full-time position augmenting the Defense Health Agency J-8/Direct Care Financial Management (DCFM) Division in the provision of financial management oversight of the Defense Health Program (DHP) appropriation.  This position will provide direct support to senior team members in developing, coordinating, and maintaining financial management policies, guidance documents, and standard operating procedures (SOPs) to ensure consistency and compliance across the enterprise.

Work is generally expected to be on-site in San Antonio, TX with the potential for hybrid or remote.

Responsibilities include, but are not limited to:

  • Assist in organizing and maintaining financial management policy and guidance documents.
  • Support coordination and tracking of updates to the Financial Management Guide, SOPs, and related materials.
  • Document and compile comments received from internal and external reviewers.
  • Proactively assist in preparing draft policy documents, summaries, and correspondence for review by senior staff.
  • Maintain version control of documents and ensure proper posting to SharePoint and Microsoft Teams.
  • Support meeting preparation and record meeting notes, action items, and distribution lists.
  • Help ensure alignment of policy updates with current DHA and DoD financial management standards.
  • Conduct detailed research on policy issues and summarize findings for team review.
  • Analyze budget and accounting tasks to support production of policy documents for metrics.
  • Support the development of process maps and workflow improvements.
  • Perform additional duties as assigned in support of policy development and guidance activities.

Basic Qualifications:

  • Bachelor’s degree in a related field (5 - 7 years of relevant experience in financial management policy development, GFEBS Accounting, or Budget Analysis can be substituted for educational requirements).
  • Strong proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint), with excellent written and verbal communication skills.
  • Detail-oriented with ability to organize and manage multiple priorities.

Desired Skills:

  • Familiarity with Department of Defense or Military Health System (MHS) financial management policies, fiscal law, and procedures.
  • Experience in DoD accounting, budget execution, and process optimization.
  • Understanding of document coordination and version control practices.
  • Experience assisting with policy writing, editing, or process mapping improvement efforts.
