Title: Financial Analyst III (Mid)

Scope: This role is responsible for the preparation, coordination, and documentation of complex financial analysis projects, including financial performance assessments, rate of return evaluations, depreciation studies, working capital reviews, and investment analysis. The analyst operates with a high degree of independence.

 

Responsibilities (including but not limited to):

  • Conduct forward looking financial and business analysis to support NAVSEA programs and leadership decision making.
  • Prepare financial forecasts and analyze trends in production, sales, financial performance, and general business conditions.
  • Identify developments within competitive and programmatic environments and present substantive findings to senior management.
  • Perform special financial and business related studies, collaborating with cross functional departments to develop and refine financial analyses.
  • Create, review, and interpret monthly, quarterly, and annual financial reports, ensuring accuracy and completeness of financial data.
  • Support financial reconciliation activities across internal accounts and ensure compliance with NAVSEA and DoD financial standards.
  • Serve as a subject matter specialist on complex technical and business financial matters within the team.
  • Lead or coordinate financial projects with minimal supervision and provide guidance to junior analysts as needed.
  • Utilize Navy Enterprise Resource Planning (Navy ERP) and the Program Budget Information System (PBIS) to support planning, budgeting, and execution tasks.
  • Manage and execute financial actions involving at least three of the following appropriation categories:
    • Operation & Maintenance, Navy (O&MN).
    • Research, Development, Test & Evaluation, Navy (RDT&EN).
      Other Procurement, Navy (OPN).
    • Shipbuilding and Conversion, Navy (SCN). 
    • Or other equivalent DoD service appropriations.
Qualifications
  • At least 4-10 years of experience and desire Bachelor’s Degree in Accounting, Finance or a related field. 
  • A minimum of four (4) years of additional relevant experience may satisfy degree requirements.

Skills Required

  • Bachelor's Degree in Accounting, Finance, or related field (or equivalent experience)
  • 4-10 years of relevant financial analysis experience
  • Experience with Navy Enterprise Resource Planning (Navy ERP)
  • Experience with the Program Budget Information System (PBIS)
  • Knowledge of NAVSEA and DoD financial standards and reconciliation procedures
  • Ability to manage and execute financial actions across DoD appropriation categories (O&MN, RDT&EN, OPN, SCN, or equivalent)
  • Experience preparing forecasts, depreciation studies, rate of return evaluations, working capital reviews, and investment analysis
  • Proven ability to lead financial projects and provide guidance to junior analysts
  • Subject-matter expertise in complex technical and business financial matters
