GATA Finance Manager

IDS is seeking a Finance Manager to oversee and manage accounting for the Global Anti-Terrorism Assistance (GATA) Program. This individual will be accountable for all tasks financially related for the GATA program, the INL Program, and subcontracts awarded under both contracts.


Responsibilities:

  • Review all delivery requests from ATA, request estimates from our business partners and cyber companies when required. Prepare all course quotes based on individual requirements per course. Enter financial data from quote into the file maker system for later use in finance reports.
  • Review all requests from ATA for revised course requirements and determine pricing changes based upon operational costs. Prepare modified quotes and submit to the customer. (e.g. man hours, expenses, etc)
  • Review all funding award documents received for accuracy, determine any outstanding invoicing requirements. Mark courses funded in file maker to allow course delivery to commence.
  • Review course schedule and funding documents to determine subcontractor requirements for each course. Prepare files to be used in preparation of task orders. Send all task order requests to contract manager so that task orders may be issued.
  • Provide weekly reports to the GATA PM and DPM regarding course funding status and outstanding modification requests for use in the weekly ATA GATA meetings.
  • Complete rate sheets for each course based on funding received, indicating contractor payment parameters, to be used in instructor contracts.
  • Review all subcontractor invoices and collect supporting documentation of costs incurred. Coordinate with subcontractors to resolve discrepancies. Schedule payment and submit to corporate finance for entry and payment.
  • Review all requests from the customer or internal personnel to determine if requirements outside of the initial request can be delivered within existing funding.
  • Prepare monthly finance report for GATA courses providing information on gross profit per course per month of course delivery.
  • Periodically review the general ledger to ensure all costs incurred have been billed to ATA and prepare for de-obligation of funds per course.
  • Review and approval all subcontractor and vendor payments in JAMIS. 

Required Qualifications:

  • Bachelor’s Degree in Finance, Accounting, or related fields.
  • 5-10 years of professional, post-grad experience

Preferred Qualifications:

  • Experience in the Federal Contracting Industry
  • Financial experience with GATA programs

Computer Skills:

  • Working knowledge of Microsoft Office (Word, Excel, and PowerPoint).
