Who are we looking for? 

GHD is seeking a Federal Project Accounting Specialist to join our team in the Roseville, CA office, supporting our federally funded and prevailing wage projects. In this role, you will help ensure the accuracy and integrity of project financial data in all Management Information Systems and support the timely generation of external client invoices. You will analyze projects and their financial performance, and partner with Project Managers, Project Directors, and Project Finance to help drive the financial success of our projects. 

The ideal candidate is a finance and accounting professional who uses established concepts to resolve problems of limited scope and complexity. Prior experience is required for this role. Must have Federal Billing experience.

Responsibilities:

  • Contract Review: Perform contract reviews to ensure alignment with approved scope, pricing, risk thresholds, and internal governance requirements
  • Billing & Project Controls – Federal and Prevailing Wage Compliance: Manage project setup, billing, and financial controls for federally funded and prevailing wage projects, ensuring compliance with applicable federal, state, and local requirements; oversee correct rate application, labor classifications, timekeeping, documentation, and invoice accuracy while supporting audits and coordination with project, payroll, and finance teams.
  • Document Preparation: Organize and prepare complex documents using a variety of applications for technology devices, such as standard office software. Also responsible for gathering and summarizing data for special reports.
  • Administration: Produce, update, and provide best practice support on complex Microsoft documents, databases, and other departmental systems, advising colleagues as needed and using expertise to help improve processes.
  • Data Collection and Analysis: Collate and analyze data using preset tools, methods, and formats. Involves working independently.
  • Client & Customer Management (Internal): Help senior colleagues manage internal client and customer relationships by using relevant sales or client systems.
  • Internal Communications: Help others get the most out of internal communications systems by offering support and advice.
  • Audit: Work within established audit control systems to deliver specified outcomes or provide general support.
  • Financial Management and Control: Track progress against budgets within established finance systems, and report variances to more senior colleagues.
  • Tax: Use established tax control systems and protocols to provide analytic support.
  • Data Management: Help others get the most out of data management systems by providing support and advice.
  • Building Capability: Develop personal capabilities using existing formal and informal training opportunities.

 Education

  • Bachelor's Degree or Equivalent Level

Experience

  • Minimum 5 years accounting experience preferably with a professional services firm
  • Minimum 5 years experience with invoices, cost estimate spreadsheets and timesheets
  • Must have experience in federal compliance billing and controls.
  • Proficient in Microsoft Office Suite including MS Word, MS Excel, MS Outlook, Adobe Acrobat
  • Experience in billing and controls for prevailing wage projects.

Salary Range: $38.00-64.00 per hour based on experience
