Job Status: Full Time, Exempt – This position is a “Contingent Hire” position contingent upon a potential award of a new U.S. Navy contract to QED Systems.
Salary Range: $73,741/year - $104,549/year
Job Description: Individual will serve as the Q.E.D. Systems Finance Manager in support of U.S. Navy Planning Yard requirements, supporting Ship Change Documents (SCDs), Design Ship Checks, Ship Installation Drawings (SIDs), Configuration Management, Logistics Support, Ship Availability Planning, and In-service Engineering Agent (ISEA) support. The Q.E.D. Finance Manager will report to the Q.E.D. Systems Program Manager (PM), and will be responsible for budgeting, forecasting, recording, tracking, and reporting all project costs, including material, travel, ODC, and subcontractor costs. The Q.E.D. Systems Finance Manager will also be responsible for preparing various financial projections and financial reports, and for reviewing and approving project cost estimates.
Job Requirements/skill sets: Must have a minimum of 10-years of direct experience in financial aspects relating to ship design, construction, modernization, maintenance, and engineering of U.S. Navy ships. Preferred experience includes financial management related roles at a Supervisor of Shipbuilding, Conversion and Repair command, Regional Maintenance Center, Navy Central Planning Activity, Planning for Engineering and Repair Activity, and public or private shipyards. Degreed maritime academy and Naval academy graduates with ship operations and maintenance experience is desirable. Must have experience in budgeting, funding, Earned Value Management (EVM), Obligation Planning and Phased LOE planning and appropriations. Working knowledge of NMP-MOM, Navy Ship Planning organization and processes; and a general knowledge of Government contracting are desired.

Security Clearance/Naval Facility Access: U.S. citizenship required. Must be able to meet and maintain eligibility for U.S. Secret Clearance and be able to access U.S. Navy ships, military facilities, naval shipyards, and private shipyards.
