About the Position

The Finance and Administrative Manager supports the East Asian and Pacific (EAP) Monitoring, Evaluation, and Learning Services (MELS) contract by overseeing financial management, budgeting, invoicing, cost tracking, contract administration, and administrative compliance. The Manager ensures adherence to contract requirements, company policies, and applicable Federal regulations. This position is anticipated to be filled on a part-time basis initially, with level of effort scalable to full-time as the volume of taskings, personnel oversight requirements, and overall scope of work under the contract expands. 

This position is contingent upon award. 

 

Responsibilities
  • Manage contract budgets, cost tracking, invoicing, forecasting, and financial reporting. 
  • Monitor expenditures and ensure compliance with contract requirements and company policies. 
  • Prepare financial reports, funding analyses, burn-rate projections, and budget updates. 
  • Support subcontract administration, consultant agreements, and procurement-related financial activities. 
  • Maintain contract files, administrative records, and supporting documentation. 
  • Ensure compliance with applicable Federal regulations, company procedures, and audit requirements. 
  • Coordinate with project leadership on staffing budgets, resource planning, and financial performance. 
  • Support contract closeout, audit responses, and other financial or administrative requirements as needed. 

 

Qualifications 
  • Bachelor's degree in finance, accounting, business administration, or a related field. 
  • Minimum of 7 years of experience in financial management, contract administration, or project finance. 
  • Experience supporting U.S. Government-funded contracts or international development programs. 
  • Experience managing budgets, invoicing, financial reporting, and cost controls. 
  • Knowledge of Federal contracting and financial compliance requirements. 
  • Strong attention to detail and organizational skills. 
  • Active Secret Clearance.
