The Program Finance Analyst (PFA) has excellent financial analytical and accounting skills, attention to details, supports the financial management and the provision of financial analytics for the Ipas Mozambique team. He/she will support the national program manager, the finance manager and country director and liaise with Ipas’s CIT, GLAM and Finance teams on issues related to budgeting, financial reporting, and compliance.
The PFA contributes to monitoring financial compliance with Ipas' and donors' operational and contractual requirements. The PFA support the country team with monitoring and management tools, supporting internal audits as well as work closely with the program and finance managers on financial monitoring and management.
Primary Responsibilities
Financial Operational Management
- Work with the Ipas Mozambique Finance Manager and Program Director to manage the program’s annual operating budget
- Provide financial management support to the program managers and country director, including preparation and tracking of award budgets and annual budgets.
- Provide programmatic input into budget formulation.
- Ensure that project financial tracking tools and budgets are established and maintained.
- Monitor expenses and help design and implement strategies that address financial performance issues.
- Recognize, escalate and coordinate responses to financial performance issues
Financial Budgeting
- Support financial proposal development process
- Develop budget tools for country team
Financial Analysis and Reporting
- Provide financial analysis to senior management, including this includes; regular analyses of financial status and trends, cross-cutting financial issues, labor analysis, revenue analysis, and special projects, leading to improve overall project and financial management;
- Identify and develop financial analysis tools (including financial dash boards) for the country program to improve financial management.
- Monitor, analyze and suggest improvements for managing costs;
- Coordinate reviews of the donor billing process in close coordination with NC Finance Department ensuring all bills/reports are submitted on time and are of high quality and are appropriately supported by necessary narrative reports.
- Manage responses to queries regarding Ipas financial reports in close coordination with CD, NPM and FM.
Financial Compliance
- Contribute to monitoring compliance with Ipas' and donors' operational and contractual requirements
- Support team with training on compliance of internal operational policies as needed
- Ensure that correcting entries and/or accruals are appropriately prepared and supported prior to submission for approval
Requirements
Minimum
- Master’s degree in Finance (MBA, MS, etc.) strongly preferred; however, equivalent experience may suffice.
- Minimum 5+ years of professional work experience.
- You pay attention to details and focus on quality and consistency.
- Portuguese language skills are required, English preferred
