ICF is seeking a Regional Lead to support a federal agency that is focused on building resiliency in communities across the U.S. Your work will contribute to ensuring communities and tribal nations increase resiliency and reduce risk from disasters and natural hazards. You will work with federal staff and local communities to build partnerships designed to increase community resilience to natural hazards.
(Hazard Mitigation experience is required to be considered)
This opportunity presents a great chance to influence and support community development and resilience programs, contribute to capacity building, partnership development, and program design, and create valuable engagements that encourage growth and innovation. The primary responsibilities include coordinating with federal, state, and local stakeholders providing assistance to local communities and tribal nations to be more resilient to natural disasters. You will work closely with stakeholders to enhance community resilience by fostering collaboration, building partnerships, supporting project design, and managing grant opportunities.
Key Responsibilities:
- Lead a team working with local communities and tribal nations to increase community resilience and support coordination with other entities involved in resilience efforts for a dedicated geographic region.
- Coordinate staff at the regional level to align community engagement efforts with federal goals and objectives.
- Oversee a team of technical experts who inform resilience planning and project design.
- Support briefing, reporting, and coordinating activities to track and measure resilience efforts.
- Ensure that all laws, rules, policies, procedures, and regulatory requirements are met.
- Build and maintain relationships with community leaders, organizations, government agencies, and tribal nations to foster collaboration and support resilience planning and projects.
- Work with communications experts to develop and implement community engagement plans and outreach strategies to support overall program objectives and ensure broad and diverse community participation.
- Collaborate with internal and external partners to leverage resources and develop partnerships that enhance community resilience and engagement.
- Manage team designing resilience projects, including identifying mitigation opportunities, completing technical reviews, engaging stakeholders, and preparing for implementation.
- Identify potential funding opportunities and support application development and grant management to support communities’ and tribal nations’ resilience priorities.
- Perform quality control on deliverables to ensure compliance with regulations and ensure consistency and accuracy.
Qualifications:
- BS/BA degree
- Minimum of 5 years of experience in hazard mitigation, resilience planning, and/or project management.
- Minimum of 3 years working with the Federal Emergency Management Agency or other federal agency
Preferred Skills/Experience:
- Knowledge of federal and state disaster management and resilience programs.
- Strong written and verbal communication skills coupled with experience in resilience and mitigation planning.
- Knowledge of community resilience, risk management, and risk reduction methodologies
- Strong interpersonal skills to build and maintain relationships with community leaders, organizations, and government agencies.
- Team and consensus-building skills.
- Proven ability to work collaboratively with multidisciplinary teams and stakeholders to achieve common goals.
- Strong organizational and project management skills, with the ability to effectively plan, prioritize, and manage multiple tasks and activities.
- Awareness and appreciation of diverse cultures, socioeconomic backgrounds, and community dynamics.
- Ability to adapt to changing priorities and work in a fast-paced environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$58,430.00 - $99,331.00
