Emerging Tech is seeking an experienced Federal Business Development & Capture Manager to lead strategic business development and capture efforts supporting the Department of Veterans Affairs (VA) and Department of Defense (DoD), with a primary focus on the Department of the Air Force and Department of the Navy.

This individual will be responsible for identifying, qualifying, developing, and pursuing federal business opportunities aligned with Emerging Tech's strategic growth objectives. The role will lead business development and capture activities from early opportunity identification and customer engagement through capture strategy, proposal submission, and contract award for federal opportunities valued at $10 million and above.

The role supports pursuits focused on cybersecurity, healthcare IT modernization, systems engineering, digital transformation, and program management.

Working closely with executive leadership, business development, proposal management, pricing, recruiting, and technical teams, the Business Development & Capture Manager will develop and execute customer engagement, pipeline, teaming, and capture strategies that position Emerging Tech for continued growth across the federal market.

This position reports directly to the President, CEO, and Chief Growth Officer.

Key Responsibilities

• Lead business development and capture activities from opportunity identification and qualification through contract award.

• Identify, qualify, and develop federal opportunities aligned with Emerging Tech's strategic growth objectives.

• Build and maintain a strong pipeline of qualified federal opportunities across the VA, DoD, Department of the Air Force, and Department of the Navy.

• Develop and execute capture plans, customer engagement strategies, win themes, competitive assessments, and pursuit strategies for opportunities valued at $10 million or greater.

• Build and maintain relationships with government customers, contracting officials, industry partners, and key stakeholders to support business development and capture activities.

• Monitor federal procurement forecasts, agency priorities, recompetes, and upcoming requirements to identify new business opportunities.

• Engage with customers and industry partners early in the acquisition lifecycle to understand requirements, identify opportunities, and support the positioning of Emerging Tech.

• Identify and develop teaming and partnership opportunities with other federal contractors to support business development and capture efforts.

• Partner with proposal teams to develop compliant and competitive proposal responses.

• Support solution development, win strategies, and proposal planning throughout the pursuit lifecycle.

• Conduct market research, customer analysis, competitive assessments, and incumbent research to strengthen business development and capture strategies.

• Collaborate with proposal management, pricing, recruiting, technical subject matter experts, contracts, and executive leadership to develop winning solutions.

• Support bid/no-bid decisions by providing opportunity, customer, competitive, and business development intelligence to executive leadership.

• Track and report on pipeline development, opportunity status, capture activities, risks, and recommendations to senior leadership.

Minimum Qualifications

• 10 or more years of federal business development and capture management experience.

• Demonstrated success identifying, developing, and leading capture efforts from opportunity qualification through contract award for opportunities valued at $10 million to $50 million or greater.

• Experience developing federal business pipelines and establishing relationships with government customers, industry partners, and key stakeholders.

• Experience pursuing and winning work with the Department of Veterans Affairs and/or Department of Defense, including the Department of the Air Force and/or Department of the Navy.

• Previous experience supporting a Service Disabled Veteran Owned Small Business (SDVOSB) with an understanding of small business capture strategies and set aside environments.

• Strong knowledge of FAR, DFARS, IDIQs, GWACs, OTAs, GSA contract vehicles, and federal acquisition processes.

• Excellent relationship building, communication, presentation, and executive briefing skills.

• Experience collaborating with business development, proposal, pricing, recruiting, contracts, and technical teams.

Position Details

Location: Hybrid with one to two days per week in Emerging Tech's Washington, DC office.

Travel: Local travel throughout the Washington metropolitan area is expected for customer meetings, networking events, partner engagement, and business development and capture activities. Occasional travel outside the area may be required.
Compensation: $135,000-$170,000.

Skills Required

  • 10+ years federal business development and capture management experience with VA and/or DoD, including Air Force and/or Navy pursuits.
  • Prior experience working with a Service-Disabled Veteran-Owned Small Business (SDVOSB) and understanding SDVOSB set-asides.
  • Proven track record leading full-lifecycle federal pursuits and winning multi-million-dollar contracts ($10M-$50M+).
  • Strong knowledge of federal procurement regulations and vehicles (FAR/DFARS; IDIQs, GWACs, OTAs; SBIR/STTR).
  • Ability to engage and influence government customers and build trusted stakeholder relationships.
  • Experience leading cross-functional teams (proposal, technical, delivery, pricing, recruiting) to shape solutions.
  • Excellent written and verbal communication, including briefing leadership and contributing to proposal content.
  • Willingness to work hybrid (1-2 days/week in Washington, DC office) and travel for customer engagement and events.
