Overview: 

Emerging Tech is seeking a Capture Manager to drive growth across the Department of Veterans Affairs (VA) and Department of War (DoW), with a specific focus on the Department of the Air Force and Department of Navy opportunities. This role is responsible for leading and supporting capture efforts across the full lifecycle, from opportunity identification and qualification through proposal development and award – for opportunities centered on cybersecurity, healthcare IT modernization, systems engineering, and program management and ranging from $10M+. The Capture Manager collaborates with cross-functional teams to develop competitive capture strategies, strengthen customer relationships, and support successful federal IT contract awards. The Capture Manager reports to the company’s President, CEO, and Chief Growth Officer on capture status, risks, and opportunities. 

Key Responsibilities:  

  • Opportunity Identification & Qualification: Proactively, identify, qualify, and track federal IT opportunities within the VA, Air Force, and Navy that align with Emerging Tech’s growth goals.  

  • Capture Planning: Develop and execute capture strategies, win themes, and customer engagement plans for opportunities ranging from $10M+. 

  • Proposal Support: Partner with proposal teams to shape compliant, compelling proposals; contribute to win strategy and solution development. 

  • Customer Engagement: Build and sustain relationships with government stakeholders, program managers, and contracting officers to understand priorities and position Emerging Tech effectively. 

  • Competitive Analysis: Research market trends, competitors, and incumbent contracts to inform capture strategies. 

  • Internal Collaboration: Work with subject matter experts, delivery leads, pricing, and recruiting to design solutions that align with customer needs and Emerging Tech capabilities. 

Qualifications: 

  • Experience: 10+ years of federal business development and capture management experience within VA and/or DOW, with direct experience pursuing and winning work with Department of Air Force and/or Department of Navy customers. 

  • SDVOSB Experience (Required): Prior experience working with for a Service-Disabled Veteran-Owned Small Business (SDVOSB), with a strong understanding of how to compete and win as a small business, including SDVOSB set-asides. 

  • Capture Expertise: Proven track record in leading full-lifecycle federal pursuits from capture through award. Must have a demonstrated track record in developing capture strategies, shaping opportunities, and leading proposal support for multi-million-dollar contracts ($10M–$50M+).  

  • Stakeholder Engagement: Strong ability to engage and influence government customers and build trusted relationships. 

  • Cross-Functional Leadership: Experience working with proposal, technical, and delivery teams to drive opportunity success. 

  • Knowledge of Federal Procurement: Strong understanding of the VA, Air Force, and Navy acquisition environments and federal acquisition pathways, including FAR/DFARS; IDIQs, GWACs, and OTAs; SDVOSB set-aside vehicles; and SBIR/STTR methods. 

  • Communication Skills: Excellent written and verbal communication, including ability to brief leadership and contribute to proposal content.

Position Details: 

Location: Hybrid, meaning Remote and 1-2 days per week at Emerging Tech’s Washington, DC office. 

Travel: Travel is required for networking events, customer engagement, partner coordination, and cross-functional work within the DC Metropolitan area. Periodic travel outside of the DC Metropolitan area may be required.   
Compensation: 

Salary Range:  $130,000-$165,000 base salary + performance-based bonus/incentives. This represents the typical salary range for this position based on experience, skills, and other factors. Total compensation package will be a mix of base and bonus and is competitive. 

Skills Required

  • 10+ years federal business development and capture management experience with VA and/or DoD, including Air Force and/or Navy pursuits.
  • Prior experience working with a Service-Disabled Veteran-Owned Small Business (SDVOSB) and understanding SDVOSB set-asides.
  • Proven track record leading full-lifecycle federal pursuits and winning multi-million-dollar contracts ($10M-$50M+).
  • Strong knowledge of federal procurement regulations and vehicles (FAR/DFARS; IDIQs, GWACs, OTAs; SBIR/STTR).
  • Ability to engage and influence government customers and build trusted stakeholder relationships.
  • Experience leading cross-functional teams (proposal, technical, delivery, pricing, recruiting) to shape solutions.
  • Excellent written and verbal communication, including briefing leadership and contributing to proposal content.
  • Willingness to work hybrid (1-2 days/week in Washington, DC office) and travel for customer engagement and events.
