The Impact You’ll Make in this Role
As a(n) Bus Ops and Development Manager you will have the opportunity to tap into your curiosity and collaborate with some of the most innovative and diverse people around the world. With focus on the Defense Health Agency, Veteran Health Affairs, Indian Health and other Federal clients to include business partners supporting federal opportunities.
Leading and directly executing federal client engagement and growth efforts across DoD, VA, CMS, and IHS by maintaining senior‑level relationships that drive pipeline development, recompetes, and expansion of existing programs.
· Owning federal proposal strategy and authorship, serving as a principal lead and author for ROMs, RFIs, RFPs, and sole‑source submissions; translating complex technical, operational, and financial inputs into compliant, compelling, and differentiated proposal narratives.
· Developing and finalizing core proposal artifacts, including executive summaries, management approaches, past performance narratives, compliance matrices, and pricing justifications aligned to win themes and Solventum’s value proposition.
· Operating as a senior player‑coach, integrating cross‑functional contributors (sales, technical, security, finance, and operations) while retaining end‑to‑end accountability for proposal quality, compliance, and on‑time delivery.
· Providing senior financial, operational, and compliance leadership for federal programs, including forecasting and budget modeling, revenue recognition coordination with HIS Finance, leadership of security‑related budgeting as part of the HIS RAMP team, and hands‑on engagement with FAR/DFARS requirements.
Your Skills and Expertise
To set you up for success in this role from day one, Solventum requires (at a minimum) the following qualifications:
Bachelor’s Degree or higher from an accredited university
In addition to the above requirements, the following are also required:
Eight (8) years of combined experience in sourcing, government contracts, defense contracts, federal regulations, and/or supplier/vendor management in a private, public, government or military environment
Leadership experience with the ability to guide teams and deliver results.
Experience with briefing Executive Level/General Officer personnel, compiling briefings and status reports.
Experience with proposal development, including writing, reviewing, and evaluating proposals.
Must be able to pass a government background check for a position of Public Trust
Additional qualifications that could help you succeed even further in this role include:
Master’s degree with business-related concentration.
Working at a level of proficiency with Microsoft suite such as Power BI, Excel, Word, PowerPoint, and Co-pilot
Change Management experience, including ability to lead change effectively.
Expert knowledge of strategic sourcing methodology, procurement processes, and systems.
Strong analytical, problem-solving skill, influencing, communication skills.
Experience leading contract negotiations.
Ability to work as a member of and/or lead a professional team.
Advanced level of writing and computer skills, effective communication, and facilitation skills.
Ability to multi-task and handle large and sometimes complex workload under time constraints.

This range represents a good faith estimate for this position. The specific compensation offered to a candidate may vary based on factors including, but not limited to, the candidate’s relevant knowledge, training, skills, work location, and/or experience.
