The Federal Background Investigator Analyst provides investigative, intelligence, and analytical support for federal personnel security, suitability, public trust, civil, criminal, administrative, and regulatory investigations. This role involves conducting research, analyzing evidence, preparing investigative reports, and supporting agency personnel throughout the investigative process.

The contractor may be required to support sensitive investigative activities involving complex domestic and international allegations, including intelligence-gathering efforts and, when specifically authorized, undercover support activities. Analysts must operate effectively in sensitive environments while complying with all applicable legal, security, confidentiality, and oversight requirements.

Essential Duties and Responsibilities
  • Conduct investigative research and analysis on individuals, businesses, organizations, and sectors of the economy.
  • Review and analyze evidentiary materials, including emails, chats, telephone records, internet service provider information, bid documents, court filings, transcripts, merger filings, financial records, and other investigative materials.
  • Collect, evaluate, and synthesize information from records, databases, interviews, public sources, and authorized investigative resources.
  • Identify inconsistencies, trends, potential security concerns, and areas requiring further investigation.
  • Prepare narrative summaries of evidence, affidavits, interview reports, investigative findings, and related documentation.
  • Develop charts, timelines, and other visual aids to organize and present complex or voluminous evidence.
  • Assist agency personnel with witness examinations, interviews, hearings, depositions, and related proceedings.
  • Support the organization, indexing, redaction, and production of evidence and discovery materials.
  • Maintain accurate and defensible investigative files and records.
  • Collaborate with investigators, attorneys, adjudicators, intelligence personnel, and other government officials.
  • Protect sensitive, law enforcement-sensitive, proprietary, and classified information in accordance with established security protocols.
Minimum Qualifications
  • Bachelor's degree from an accredited college or university; and:
    • At least two (2) years of experience supporting complex civil and/or criminal investigations or conducting background research on individuals, businesses, organizations, or sectors of the economy; or
    • Bachelor's degree and formal or informal training in Open-Source Intelligence (OSINT), investigative research, law enforcement intelligence, or a related field.
  • Strong analytical, critical-thinking, organizational, and communication skills.
  • Experience preparing clear, accurate, and objective reports and investigative summaries.
  • Proficiency with Microsoft Office applications, research databases, and case management systems.
Preferred Qualifications
  • Experience supporting federal investigative, law enforcement, intelligence, Inspector General, regulatory, or personnel security programs.
  • Experience conducting OSINT research and analyzing complex evidentiary records.
  • Experience developing investigative timelines, charts, and evidentiary summaries.
Security Requirements

Contractors must satisfy all applicable background investigation, citizenship, confidentiality, suitability, and security clearance requirements associated with the work and be able to maintain any required federal security credentials.
