The Expert Program Manager is an individual contributor responsible for shaping, guiding, and influencing complex, enterprise wide programs and initiatives. Operating beyond the structured analysis and feasibility assessments performed by Senior Program Analysts, the Expert Program Manager works in highly ambiguous and non standard environments where program scope, ownership, or direction may not be clearly defined. The Expert Program Manager provides consultative leadership and advanced analysis to translate competing business, technical, regulatory, and operational considerations into clear options and recommendations. This role ensures alignment across stakeholders, strong decision quality, and sustainable outcomes by integrating work across initiatives and portfolios, identifying risks and dependencies, and guiding leaders through tradeoffs and long term implications. The Expert Program Manager does not directly execute delivery work or manage staff but is accountable for enterprise clarity, alignment, and the effectiveness of programs as they progress from assessment through adoption and ongoing performance.
- 7+ years of professional experience with Bachelor’s degree, or equivalent experience in lieu of a degree.
- Significant experience leading complex analysis, program shaping, or enterprise decision support.
- Demonstrated ability to influence without authority across senior and executive stakeholders.

Base Pay Information
The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental’s assessment of the candidate’s knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity.
