This position supports a new project with the U.S. Department of Veterans Affairs (VA) Office of Information and Technology (OIT). The Executive Writer will directly support the Assistant Secretary for OIT in creating articles, blogs, op-eds, and speeches that reflect the principal’s personal style and position as an IT thought leader in the federal government. The Executive Writer will provide senior level communication expertise and will assess OIT leadership needs rapidly and coordinate with appropriate stakeholders to produce top quality work on extremely short timelines and effectively balance multiple priorities. The Executive Writer will develop presentations, talking points, speeches, email messages to OIT or VA employees (as a broad audience), and complete other collateral/ad hoc requests that effectively communicate OIT’s strategic initiatives and the CIO’s leadership intent to audiences internal and external to OIT.


The Executive Writer shall also have excellent written and oral communication, and research skills. The Senior Writer should have familiarity with various relevant software and platforms. This individual shall write, edit, and identify graphics for presentation of information for both technical and non-technical personnel. Organizes material and completes writing assignments with regard to order, clarity, conciseness, style, and terminology.


Responsibilities:

Support the Assistant Secretary for Information and Technology and the Chief Information Officer by writing speeches, blogs, presentations, e-mails, and overall written communication.

Verify that all developed communications align with OIT Communications standards, templates, and existing documentation.

Create, modify, or edit documentation for briefings, status reports, project management plans, staffing and security status, and data reports.

Identify, develop, and implement strategic and tactical components of a large-scale, national communication program for VA OIT.

Integrate multiple communication vehicles, channels, and products into a comprehensive and consistent strategy.

Coordinate speaking engagement details with key stakeholders such as VA’s Office of General Council (OGC), the VA Office of Public and Intergovernmental Affairs (OPIA), and event organizers, among others, for all OIT’s senior leadership representing OIT in public events. 

The Executive Writer will draft all speeches for each event appropriately tailored to the target audience.

Work with a team to prep VA OIT leadership for congressional engagements and all congressional correspondence.

Apply a variety of frameworks (Agile, Scrum, Kanban, etc.) to support project management, schedule management, scope management, and requirements management, depending on the type of effort.

 Report progress towards goals and deliverables.

 Integrate use of multimedia into strategic project planning.


Qualifications:

Experience in the full breadth of communications functions, including strategy, visuals/graphic design, branding, text-based communication products and

messaging, employee communication, and web-based communication channels.

Familiarity with key functions and offices at the VA.

Understanding of technical, health, and IT concepts and ability to communicate them to a layman's audience.

Experience using Excel, SharePoint, PowerApps, Power BI, and Power Automate to build dashboards and executive-level reporting

Ability to be detail-oriented and self-motivated and demonstrated ability to prioritize and balance a diverse workload

Excellent organizational and time management skills

Willingness and ability to quickly learn new digital platforms or other tools as needed to support team efforts.

The ability to work onsite at VA HQ as needed.
