PCS FLE supports the PCS Manager in managing and advising stakeholders on procurement committee processes; serve as the first point of contact for procurement committee; ensure documents submitted to Procurement Committee (PC) meet the required quality and standards as well as comply with the procurement policies and procedural requirements, to facilitate efficient and smooth tendering process for tenders via procurement track. The FLE is required to demonstrate strong writing skills and a high level of proficiency in the English language.
ResponsibilitiesKey Responsibilities
- Assist and advise stakeholders on the procurement committee process including coordinating, preparing and compiling procurement committee documents to ensure a consistent and smooth tendering experience.
- Execute the Bank's Procurement Committee (PC) secretarial activities and review Procurement Committee documentation (e.g., procurement strategy, minutes of meeting and circulation resolution) to ensure the documents are of acceptable quality and meet the requirements stipulated in the procurement policies and operational procedures.
- Keep track of the tender status to ensure timely progression of the tendering process.
- Assist PCS Manager in ensuring the approved pool of Procurement and Empanelment Committee remains sufficient.
Academic Qualifications: Bachelor's degree in Supply Chain Management, Operations Management, Economics, Law, Quantity Surveying or equivalent.
Experience:
- ≥ 3 Years working experience in Procurement Sourcing & Operations and Management or relevant field.
- Strong understanding of procurement processes (sourcing, purchasing, supplier management, contracts).
Skills Required
- Bachelor's degree in Supply Chain Management, Operations Management, Economics, Law, Quantity Surveying, or an equivalent field
- At least 3 years of experience in procurement sourcing, operations, management, or a relevant field
- Strong understanding of procurement processes, including sourcing, purchasing, supplier management, and contracts
- Strong writing skills and high proficiency in English
