JOB PURPOSE:
Reporting to the Commissioner Customs and Excise, the purpose of this role is to develop strategic plans and initiatives to optimize trade and travellers’
transactions as well as to provide leadership and direction to managerial teams
overseeing non-digital and digital transactions.
KEY
RESPONSIBILITIES
Develop
comprehensive strategic plans that encompass all aspects of trade and traveler
transactions, including risk assessment, resource allocation, and performance
metrics, ensuring alignment with organisational objectives.
Provide
clear direction and guidance to the team responsible for managing non-digital
declarations and submissions, overseeing processes, resolving issues, and
fostering a culture of excellence and collaboration.
Lead
and inspire the team handling digital declarations and submissions, setting
strategic direction, implementing best practices, and leveraging technology to
enhance efficiency and accuracy in transactional processes.
Develop
and enforce robust compliance measures and protocols to ensure adherence to
relevant laws, regulations, and industry standards, conducting regular audits,
and implementing corrective actions as needed.
Continuously
evaluate trade and traveler’s transaction processes to identify areas for
optimization and efficiency improvement, implementing innovative solutions,
automation, and streamlining procedures to enhance overall performance.
Drive
innovation and digital transformation initiatives across trade and travelers’
transactional processes, leveraging emerging technologies, data analytics, and
industry best practices to enhance service delivery and customer experience.
Cultivate
strategic relationships with key stakeholders, including government agencies,
industry partners, and international organisations, fostering collaboration,
sharing best practices, and driving collective efforts to improve trade
facilitation.
Ensure
strict adherence to regulatory requirements and industry standards governing
trade and traveler’s transactions, maintaining comprehensive knowledge of
applicable laws and regulations, and implementing measures to mitigate
compliance risks.
Lead
change management efforts to facilitate the adoption of digital technologies
and innovative solutions, providing training, support, and resources to staff,
and fostering a culture of adaptability and continuous improvement.
Represent
BURS in trade forums, conferences, and industry events, advocating for policies
and initiatives that promote trade facilitation, sharing insights, and
networking with key stakeholders to advance organisational objectives.
Requirements
QUALIFICATIONS AND EXPERIENCE
A Master’s
Degree in either International Trade, Accounting, Customs, Business
Administration, Economics, Law, or related fields. A professional certification
in Trade Facilitation, Customs, or International Relations will be an added
advantage.
At least 10 years relevant work experience
in trade facilitation, customs operations, or international trade, with a
minimum of 5 years in a management capacity.
