JOB PURPOSE:
Reporting to the Commissioner Customs and Excise; the purpose of this role is to develop strategic plans and initiatives for the efficient management of
all ports of entry, aligning with national and international trade and security
standards. This role is also responsible
for directing the management of ports of entry operations, including cargo and
passenger processing, to facilitate trade and travel.
KEY
RESPONSIBILITIES
Implements
strategies to ensure smooth and efficient operations at all ports of entry,
minimizing delays and maximizing throughput of goods and individuals to enhance
efficiency and productivity.
Ensures
strict adherence to customs regulations, trade laws, and security protocols at
all ports of entry by verifying compliance with regulatory requirements and
mitigate risks of non-compliance.
Implements
measures to enhance security and prevent illicit activities at ports of entry,
including smuggling, trafficking, and terrorism activities by collaborating
with law enforcement agencies to safeguard national interests.
Facilitates
international trade by implementing procedures and protocols to expedite the
clearance of goods and passengers at ports of entry by streamlining customs
processes and promote trade facilitation agreements.
Oversees
the maintenance and development of infrastructure and facilities at ports of
entry to ensure they meet operational requirements and standards to improve
port facilities.
Builds
and maintains collaborative relationships with internal and external
stakeholders involved in port operations, including government agencies,
customs brokers, shipping companies, and trade associations.
Leverages
technology solutions such as automated systems, electronic documentation, and
cargo tracking tools to enhance operational efficiency and security at ports of
entry.
Managing
the budget and resources allocated to ports of entry operations effectively,
ensuring optimal utilization and cost efficiency by address critical areas and
support long-term growth and sustainability.
Implements
continuous improvement initiatives to enhance processes, procedures, and
performance at ports of entry by encouraging innovation and creativity among
port staff to identify opportunities for improvement.
Establishes
key performance indicators (KPIs) to measure the performance of ports of entry
and track progress against organisational goals to provide insights into port
performance, trends, and areas for improvement.
Requirements
QUALIFICATIONS AND EXPERIENCE
A Master’s
Degree in either International Trade, Customs, Business Administration,
Security Management, or related fields. A professional certification in
Customs, Trade, or Security will be an added advantage.
At least 10 years relevant work experience in port or customs operations, with a minimum of 5 years in management capacity
