The mission of the Department of Veterans’ Services is to connect, mobilize, and empower New York City’s Veteran community in order to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families.

About the Role Executive Director of Finance
The Executive Director of Finance supports the agency’s entire Fiscal Operation unit. Reporting to the Commissioner, this role assists in ensuring all fiscal related operations pertaining to the agency are performing accurately and efficiently within the various guidelines provided by oversight agencies.
Reporting to the Commissioner, the responsibilities will include:
- Oversee and apply approvals of the OTPS & PS budget of the agency. Includes discretionary funding and state funding as well. Perform exercises for OMB and budget modifications when necessary for all funding sources
- Oversee the Accounts Payable unit, ensuring that invoices are paid accurately and within the Comptroller’s rules and regulations.
- Oversee the Procurement unit, ensuring that all expenditures are procured within the PPB rules and MOCS oversight
- Oversee the agency’s Final Honors burial program from the Fiscal Operations side of the process. Ensure in voices are accurate, packages are submitted to NY State and receive reimbursement requests when funding is sent back to NYC DVS
- Oversee the agency’s Fleet Operations from the Fiscal side of the process. Ensure funding is allocated for all vehicle related expenditures
- Oversee the agency’s P & T-Card usage. Ensure rules and regulations are being followed and that all transactions have the necessary approvals and documentation
- Oversee the agency’s reimbursement and travel processes. Ensure that Directive 6 rules provided by the Comptroller are being followed for these expenditures
- Support and participate in agency-wide, mission-driven events, initiatives, and special projects, maintaining flexibility to respond to evolving operational needs and priorities in furtherance of the agency’s mission

Skills Required
- Oversee PS and OTPS budgeting, including OMB exercises and budget modifications
